REGULATION ON THE FOOD AND AGRICULTURE APPLICATION AND RESEARCH CENTER

 

PART ONE
Purpose, Scope, Basis and Definitions

Purpose and scope
ARTICLE 1 – (1) The purpose and scope of this Regulation is to establish the principles regarding the purpose, fields of activity, governing bodies, and duties of the governing bodies of the Istanbul Sabahattin Zaim University Food and Agriculture Application and Research Center.

Legal Basis
ARTICLE 2 – (1) This Regulation has been prepared on the basis of sub-clause (2) of paragraph (d) of the first paragraph of Article 7, and Article 14, of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions
ARTICLE 3 – (1) As used in this Regulation;

a) Center (GTUAM): Refers to the Istanbul Sabahattin Zaim University Food and Agriculture Application and Research Center,
b) Director: The Director of the Center,
c) Rector: The Rector of Istanbul Sabahattin Zaim University,
ç) University: Istanbul Sabahattin Zaim University,
d) Board of Directors: Refers to the Board of Directors of the Center,

shall have the meanings set out above.

PART TWO
Purpose and Fields of Activity of the Center, Governing Bodies and Their Duties

Purpose and fields of activity of the Center

ARTICLE 4 – (1) The purpose of the Center is to conduct scientific research on food and agriculture-related topics, to establish cooperation between the University and industry on related subjects, to carry out scientific and applied studies that will solve problems in the food industry and agriculture, and to manage these studies.

(2) The Center's fields of activity are as follows:

a) Planning scientific and technological research that may contribute to Turkey's agricultural development and progress, preparing the necessary means for this purpose, and carrying out the related activities.
b) Producing projects and carrying out the necessary studies on food and agriculture issues related to the Province of Istanbul and the Marmara Region.
c) Contributing to the University's scientific research and studies.
ç) Conducting research and applied work on subjects needed by industry and other institutions and organizations.
d) Organizing and conducting theoretical and applied training programs.
e) Developing publication and information activities.
f) Conducting research on the socio-economic and political change of the region.

Governing bodies
ARTICLE 5 – (1) The governing bodies of the Center are as follows:

a) Director,
b) Board of Directors.

Director and deputy directors
ARTICLE 6 – (1) The Director is appointed by the Rector for a term of three years from among the University's faculty members. A Director whose term has ended may be reappointed. The Director represents the Center and is responsible to the Rector for all of the Center's activities.

(2) To assist in the Center's work, the Director submits two people from among the University's faculty members for appointment as deputy directors, subject to the Rector's approval. When the Director is not on duty, one of the deputy directors acts on the Director's behalf. This proxy period may not exceed six months. When the Director's term ends, the deputy directors' terms also end.

Duties of the Director

ARTICLE 7 – (1) The duties of the Director are as follows:

a) Preparing the Center's short- and long-term goals and plans, submitting them to the Rectorate after obtaining the opinion of the Board of Directors, and implementing them.
b) Chairing the Board of Directors and implementing the decisions taken.
c) Submitting the personnel needs determined by the Board of Directors to the Rector.
ç) Establishing research and project working groups within the Center, and organizing, conducting, and supervising the activities of these groups.
d) Submitting annual reports on the Center's work to the Rector.

Board of Directors
ARTICLE 8 – (1) The Board of Directors consists of seven members: the Director, the deputy directors, and four members appointed by the Rector from among eight candidates nominated by the Director from the University's faculty members. The Board of Directors convenes with an absolute majority, and decisions are taken by majority vote.

Duties of the Board of Directors
ARTICLE 9 – (1) The duties of the Board of Directors are as follows:

a) Preparing and carrying out the Center's work program.
b) Preparing the Center's annual activity report.
c) Ensuring the Center's efficient operation and coordination among relevant units.
ç) Determining the Center's personnel needs.

PART THREE
Miscellaneous and Final Provisions

Personnel requirements

ARTICLE 10 – (1) The Center's academic, technical, and administrative personnel needs are met by staff appointed by the Rector pursuant to Article 13 of Law No. 2547.

Cases not provided for in this Regulation
ARTICLE 11 – (1) In cases not provided for in this Regulation, the provisions of other relevant legislation shall apply.

Entry into force
ARTICLE 12 – (1) This Regulation shall enter into force on the date of its publication.

Execution
ARTICLE 13 – (1) The provisions of this Regulation shall be executed by the Rector of Istanbul Sabahattin Zaim University.
