ISTANBUL SABAHATTIN ZAIM UNIVERSITY REGULATION ON THE MANAGEMENT, ENTREPRENEURSHIP
AND LEADERSHIP PRACTICE AND RESEARCH CENTER

PART ONE
Purpose, Scope, Basis and Definitions

Purpose
ARTICLE 1 – (1) The purpose of these Regulations is to set out the procedures and principles concerning the objectives, fields of activity, governing bodies, the duties of those governing bodies and their working methods of the Istanbul Sabahattin Zaim University Management, Entrepreneurship and Leadership Practice and Research Center.

Scope
ARTICLE 2 – (1) These Regulations cover the procedures and principles concerning the objectives, fields of activity, governing bodies and the duties of those bodies of the Istanbul Sabahattin Zaim University Management, Entrepreneurship and Leadership Practice and Research Center.

Legal Basis
ARTICLE 3 – (1) These Regulations have been prepared on the basis of subparagraph (2) of paragraph (d) of the first paragraph of Article 7 and Article 14 of Higher Education Law No. 2547 dated 4/11/1981.

Definitions
ARTICLE 4 – (1) In these Regulations;

a) Advisory Board refers to the Advisory Board of the Istanbul Sabahattin Zaim University Management, Entrepreneurship and Leadership Practice and Research Center,
b) Center refers to the Istanbul Sabahattin Zaim University Management, Entrepreneurship and Leadership Practice and Research Center,
c) Director refers to the Director of the Istanbul Sabahattin Zaim University Management, Entrepreneurship and Leadership Practice and Research Center,
ç) Rector: The Rector of Istanbul Sabahattin Zaim University,
d) University: Istanbul Sabahattin Zaim University,
e) Executive Board refers to the Executive Board of the Istanbul Sabahattin Zaim University Management, Entrepreneurship and Leadership Practice and Research Center,

shall have the meanings set out above.

PART TWO
Purpose and Fields of Activity of the Center

Purpose of the Center
ARTICLE 5 – (1) The purpose of the Center is to fill the gap in the fields of management, leadership and entrepreneurship, which are among the greatest needs of our day; to educate students by combining theory with practice; to conduct research; to carry out academic studies; to produce scholarly publications; and to make a contribution at the national and international academic level.

Fields of activity of the Center
ARTICLE 6 – (1) In line with its objectives, the Center carries out the following activities:

a) Organizing panels, conferences, symposia, congresses and similar events on management, entrepreneurship and leadership.
b) Conducting educational activities and producing academic publications on management, entrepreneurship and leadership.
c) Cooperating with institutions and organizations working at national and international level in the fields of management, entrepreneurship and leadership.
ç) To take part in other activities within the framework of the Centre's objectives.

PART THREE
Governing Bodies of the Center and Their Duties

Governing bodies of the Center
ARTICLE 7 – (1) The governing bodies of the Center are as follows:

a) The Director.
b) The Executive Board.
c) Advisory Board.

Director
ARTICLE 8 – (1) The Director is appointed by the Rector for a term of three years from among the full-time faculty members of the University. A Director whose term has expired may be reappointed in the same manner. Upon the proposal of the Director, the Rector appoints a Deputy Director from among the faculty members of the University. If the Director is unable to attend to their duties, the Deputy Director acts on the Director's behalf. If the Director is absent from duty for more than six months, their appointment automatically terminates and a new Director is appointed.

(2) The duties of the Director are as follows:

a) To represent the Center.
b) To ensure that the work of the Center is carried out and developed in an orderly manner.
c) To call the Board of Directors to meetings, prepare the agenda for these meetings, chair the meetings, and implement Board of Directors decisions.
ç) To submit a report to the Rector on the general status and functioning of the Center at the end of each year and whenever requested.

Executive Board
ARTICLE 9 – (1) The Executive Board consists of a total of five members: the Director, the Deputy Director and three members to be appointed by the Rector from among the University faculty members working in the relevant field. These members are appointed by the Rector for a term of three years. A member whose term has expired may be reappointed in the same manner. A new member is appointed to complete the remaining term in place of a member who leaves office before the end of the Executive Board's term.

(2) The Board of Directors meets at least once a month. Board of Directors decisions are made available for review by Advisory Board members. In addition, copies of these decisions are sent to the Rectorate and relevant academic units.

(3) The duties of the Board of Directors are as follows:

a) To make decisions regarding the work and management of the Center.
b) To discuss and decide on proposals from the Director and Board of Directors members.
c) To make decisions on matters relating to research, publications, and other fields of work.

Advisory Board
ARTICLE 10 – (1) The Advisory Board consists of at least five members made up of representatives of the University and of other institutions and organizations who carry out work in line with the Center's fields of activity or who are considered likely to contribute to the Center through their work. The members of the Advisory Board are appointed by the Rector for a term of three years upon the proposal of the Executive Board. Members whose terms have expired may be reappointed.

(2) The Advisory Board convenes in ordinary session once a year under the chairmanship of the Director. The Director may call the Advisory Board to an extraordinary meeting if deemed necessary. Within the scope of the agenda prepared by the Director, the Advisory Board adopts advisory decisions in line with the objectives of the Centre and offers opinions and recommendations concerning the Centre's activities.

Project groups and duties
ARTICLE 11 – (1) Project groups shall be established by decision of the Executive Board in order to carry out the activities of the Center. The establishment of the project groups, their working procedures and principles, and the provision of coordination and cooperation among the project groups shall be determined by the Executive Board.

PART FOUR
Miscellaneous and Final Provisions

Personnel requirements
ARTICLE 12 – (1) The academic, technical and administrative staff needs of the Center shall be met by personnel to be assigned by the Rector in accordance with Article 13 of Law No. 2547 and the relevant legislation.

Financial provisions
ARTICLE 13 – (1) After being discussed by the University Executive Board, the Center's budget is submitted by the Rector to the Board of Trustees. It becomes final upon the approval of the Board of Trustees.

(2) The Center's income consists of shares allocated from the University budget, donations and grants made to the Center, income from projects, courses, report preparation, publications and research, and other income.

(3) The expenses of the Centre consist of all kinds of equipment used at the Centre, maintenance and repair, publication and research expenses, staff salaries, payments made to trainers, awards granted to students taking part in projects, and expenditure on scientific meetings, panels, courses, seminars and the like.

(4) If income exceeds expenses, the resulting surplus is transferred to the following year's budget, by decision of the Board of Trustees, to be used for scientific research.

Fixed assets
ARTICLE 14 – (1) All tools, equipment and fixtures acquired within the scope of research supported by the Center are allocated for the use of the Center and, where necessary, of the University.

Cases not provided for in this Regulation
ARTICLE 15 – (1) In cases not covered by these Regulations, the provisions of Law No. 2547 and the relevant legislation, together with the decisions of the Senate, shall apply.

Entry into force
ARTICLE 16 – (1) These Regulations shall enter into force on the date of their publication.

Execution
ARTICLE 17 – (1) The provisions of these Regulations shall be executed by the Rector of Istanbul Sabahattin Zaim University.
