APPLICATION AND RESEARCH CENTER REGULATION

PART ONE

Purpose, Scope, Basis and Definitions

Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to set out the procedures and principles concerning the objectives, fields of activity, governing bodies, the duties of the governing bodies and the working methods of the Istanbul Sabahattin Zaim University Sufi Studies Research and Application Centre, established within Istanbul Sabahattin Zaim University.

Scope

ARTICLE 2 – (1) This Regulation covers the procedures and principles concerning the objectives, fields of activity, governing bodies, the duties of these bodies and the working methods of the Istanbul Sabahattin Zaim University Sufi Studies Research and Application Centre.

Legal Basis

ARTICLE 3 – (1) This Regulation has been prepared on the basis of sub-subparagraph (2) of subparagraph (d) of the first paragraph of Article 7 and Article 14 of Higher Education Law No. 2547 dated 4/11/1981.

Definitions

ARTICLE 4 – (1) In this Regulation;

a) Advisory Board: The Advisory Board of the Istanbul Sabahattin Zaim University Sufi Studies Research and Application Centre,

b) Centre: The Istanbul Sabahattin Zaim University Sufi Studies Research and Application Centre,

c) Director: The Director of the Istanbul Sabahattin Zaim University Sufi Studies Research and Application Centre,

ç) Rector: The Rector of Istanbul Sabahattin Zaim University,

d) University: Istanbul Sabahattin Zaim University,

e) Executive Board: The Executive Board of the Istanbul Sabahattin Zaim University Sufi Studies Research and Application Centre,

shall have the meanings set out above.

PART TWO

Objectives and Fields of Activity of the Center

Objectives of the Center

ARTICLE 5 – (1) The objectives of the Centre are as follows:

a) To make academic contributions to national and international work carried out in the field of Sufi studies.

b) To establish relations with institutes, research centres, foundations and similar organisations whose objectives and activities are similar to those of the Centre.

c) To examine, analyse and evaluate the works and views of thinkers prominent in Sufi thought and practice through the perspectives and methods of different disciplines such as history, philosophy, the history of science, language, literature and sociology.

ç) To study the works of important thinkers belonging to the tradition of Sufi thought, to present their ideas together with their immediate and wider influence and context, and to publish works that remain in manuscript form.

d) To identify, present and evaluate the integrative approach that the Sufis of the Islamic world brought to Islamic thought.

e) To critically edit and publish, by scholarly methods, works that illustrate the course of Sufi thought in Islamic history.

Fields of activity of the Center

ARTICLE 6 – (1) In line with the objectives set out in Article 5, the Centre carries out the following activities:

a) To support research activities concerning Sufi thought and institutions.

b) To organize panels, conferences, symposiums, congresses, and similar activities related to the field.

c) To organise scientific events and produce publications in the field.

ç) To cooperate with national and international institutions and organizations working in the field.

d) To participate in other work within the framework of the Center's purposes.

PART THREE

Governing Bodies of the Center and Their Duties

Governing bodies of the Center

ARTICLE 7 – (1) The governing bodies of the Centre are as follows:

a) The Director.

b) The Executive Board.

c) Advisory Board.

Director

ARTICLE 8 – (1) The Director is appointed by the Rector for a term of three years from among the full-time faculty members of the University. A Director whose term has expired may be reappointed by the same procedure. Upon the proposal of the Director, the Rector appoints a Deputy Director from among the faculty members of the University. In the absence of the Director, the Deputy Director acts on the Director's behalf. If the Director is absent from duty for more than six months, their term of office automatically ends and a new Director is appointed.

(2) The duties of the Director are as follows:

a) To represent the Center.

b) To ensure that the work of the Center is carried out and developed in an orderly manner.

c) To call the Board of Directors to meetings, prepare the agenda for these meetings, chair the meetings, and implement Board of Directors decisions.

ç) To call the Advisory Board to a meeting when necessary.

d) To submit a report to the Rector on the general status and functioning of the Center at the end of each year and when requested.

Executive Board

ARTICLE 9 – (1) The Board of Directors consists of a total of five members: the Director, the Deputy Director, and three members to be assigned by the Rector from among University faculty members related to the field. These members are assigned by the Rector for a term of three years. A member whose term has expired may be reassigned by the same procedure. If a member of the Board of Directors leaves office before the end of their term, a new member is assigned to complete the remaining term.

(2) The Executive Board convenes at least twice a year. Decisions of the Executive Board are kept open for review by the members of the Advisory Board. In addition, a copy of these decisions is sent to the Rectorate and to the relevant units.

(3) The duties of the Board of Directors are as follows:

a) To make decisions regarding the work and management of the Center.

b) To discuss and decide on proposals from the Director and Board of Directors members.

c) To make decisions on matters relating to research, publications, and other fields of work.

Advisory Board

ARTICLE 10 – (1) The Advisory Board consists of a maximum of ten members drawn from representatives of the University and of other institutions and organisations that carry out work in line with the Centre's fields of activity or that are considered likely to contribute to the Centre through their work. The members of the Advisory Board are appointed by the Rector for a term of three years upon the proposal of the Executive Board. Members whose terms have expired may be reappointed.

(2) The Advisory Board convenes once a year in an ordinary meeting, upon the Director's invitation and under the Director's chairmanship. The Director may call the Advisory Board to an extraordinary meeting when deemed necessary. Within the scope of the agenda prepared by the Director, the Advisory Board makes advisory decisions in line with the Center's purposes and provides opinions and recommendations regarding the Center's activities.

Project groups and duties

ARTICLE 11 – (1) Project groups are formed by a decision of the Executive Board in order to carry out the Centre's activities. The establishment of project groups, their working procedures and principles, and the coordination and cooperation among project groups are determined by the Executive Board. Project groups submit progress reports on their projects to the Executive Board at intervals to be determined according to the duration of the project. The progress reports of the project groups are discussed by the Executive Board. On the basis of the progress reports, projects may be terminated with justification before the end of their term or merged with another ongoing project.

(2) Project groups are formed with a sufficient number of experts suited to the project's subject matter. Experts from other institutions and organizations may be assigned to project groups in accordance with the relevant legislation. The project manager is the owner of the project. The distribution of tasks for the project is made by the project manager. Any problems arising in connection with the project are resolved by the project manager. Problems not resolved by the project manager are resolved by the Director, and if deemed necessary, placed on the agenda of the Board of Directors and decided upon.

PART FOUR

Miscellaneous and Final Provisions

Personnel requirements

ARTICLE 12 – (1) The Centre's need for academic, technical and administrative staff is met by personnel to be assigned by the Rector pursuant to Article 13 of Higher Education Law No. 2547 and the relevant legislation.

Financial provisions

ARTICLE 13 – (1) The revenues of the Centre consist of the shares allocated from the University budget, donations and contributions made to the Centre, income obtained from projects, courses, report preparation, publications and research, and other income.

(2) The expenses of the Centre consist of all kinds of equipment used at the Centre, maintenance and repair, publication and research expenses, staff salaries, payments made to trainers, awards granted to students taking part in projects, and expenditure on scientific meetings, panels, courses, seminars and the like.

Authorizing officer

ARTICLE 14 – (1) The spending authority of the Centre is the Rector. The Rector may delegate this authority to the Director.

Cases not provided for in this Regulation

ARTICLE 15 – (1) In cases not covered by this Regulation, the provisions of Higher Education Law No. 2547 and other relevant legislation shall apply.

Entry into force

ARTICLE 16 – (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 17 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
