REGULATION OF THE ISTANBUL STUDIES APPLICATION AND RESEARCH CENTER (ISAR)

PART ONE

Purpose, Scope, Basis and Definitions

 

Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to establish the procedures and principles regarding the purposes, fields of activity, management bodies, and the duties and working methods of the management bodies of the Istanbul Sabahattin Zaim University Istanbul Research Application and Research Center, established under Istanbul Sabahattin Zaim University.

Scope

ARTICLE 2 – (1) This Regulation covers the procedures and principles regarding the purposes, fields of activity, management bodies, and the duties of these bodies of the Istanbul Sabahattin Zaim University Istanbul Research Application and Research Center.

Legal Basis

ARTICLE 3 – (1) This Regulation has been prepared based on sub-clause (2) of clause (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions

ARTICLE 4 – (1) As used in this Regulation;

a) Advisory Board: The Advisory Board of the Istanbul Sabahattin Zaim University Istanbul Research Application and Research Center,

b) Center: The Istanbul Sabahattin Zaim University Istanbul Research Application and Research Center,

c) Director: The Director of the Istanbul Sabahattin Zaim University Istanbul Research Application and Research Center,

ç) Rector: The Rector of Istanbul Sabahattin Zaim University,

d) University: Istanbul Sabahattin Zaim University,

e) Board of Directors: The Board of Directors of the Istanbul Sabahattin Zaim University Istanbul Research Application and Research Center,

shall have the meanings set out above.

PART TWO

Purpose and Fields of Activity of the Center

Purpose of the Center

ARTICLE 5 – (1) The purpose of the Center is to conduct academic studies on the experience, accumulated knowledge, developments, institutions, and structures in the social, cultural, economic, financial, political, religious, and other fields throughout the historical process of Istanbul — the capital of ancient civilizations and one of the most important heirs of world culture — from its founding to the present day, and to carry out research on the city's future; to ensure communication and cooperation among people and institutions working in this field within and outside the University; and to contribute to the field at the national and international academic level.

Fields of activity of the Center

ARTICLE 6 – (1) In line with the purposes specified in Article 5 of this Regulation, the Center carries out the following activities:

a) To support the Center's research activities.

b) To organize panels, conferences, symposiums, congresses, and similar activities related to the field.

c) To carry out training activities and academic publications related to the field.

ç) To cooperate with national and international institutions and organizations working in the field.

d) To participate in other work within the framework of the Center's purposes.

PART THREE

Governing Bodies of the Center and Their Duties

Governing bodies of the Center

ARTICLE 7 – (1) The management bodies of the Center are as follows:

a) Director and Deputy Director

b) Board of Directors

c) Advisory Board

Director

ARTICLE 8 – (1) The Director is assigned by the Rector for a three-year term from among the full-time faculty members of the University. A Director whose term has ended may be reassigned by the same procedure. The Rector appoints a Deputy Director from among the University's faculty members upon the Director's proposal. If the Director is unable to be present, the Deputy Director acts on the Director's behalf. If the Director is absent from office for more than six months, their duty automatically ends and a new Director is appointed.

(2) The duties of the Director are as follows:

a) To represent the Center.

b) To ensure that the work of the Center is carried out and developed in an orderly manner.

c) To call the Board of Directors to meetings, prepare the agenda for these meetings, chair the meetings, and implement Board of Directors decisions.

ç) To call the Advisory Board to a meeting when necessary.

d) To submit a report to the Rector on the general status and functioning of the Center at the end of each year and when requested.

Executive Board

ARTICLE 9 – (1) The Board of Directors consists of a total of five members: the Director, the Deputy Director, and three members to be assigned by the Rector from among University faculty members related to the field. These members are assigned by the Rector for a term of three years. A member whose term has expired may be reassigned by the same procedure. If a member of the Board of Directors leaves office before the end of their term, a new member is assigned to complete the remaining term.

(2) The Board of Directors meets at least once a month. Board of Directors decisions are made available for review by Advisory Board members. In addition, copies of these decisions are sent to the Rectorate and relevant academic units.

(3) The duties of the Board of Directors are as follows:

a) To make decisions regarding the work and management of the Center.

b) To discuss and decide on proposals from the Director and Board of Directors members.

c) To make decisions on matters relating to research, publications, and other fields of work.

Advisory Board

ARTICLE 10 – (1) The Advisory Board consists of at least five members from representatives of the University and other institutions and organizations who carry out work in line with the Center's fields of activity or whose work is considered likely to contribute to the Center. Advisory Board members are assigned by the Rector for a term of three years upon the recommendation of the Board of Directors. Members whose terms have ended may be reassigned.

(2) The Advisory Board convenes once a year in an ordinary meeting, upon the Director's invitation and under the Director's chairmanship. The Director may call the Advisory Board to an extraordinary meeting when deemed necessary. Within the scope of the agenda prepared by the Director, the Advisory Board makes advisory decisions in line with the Center's purposes and provides opinions and recommendations regarding the Center's activities.

PART FOUR

Miscellaneous and Final Provisions

Personnel requirements

ARTICLE 11 – (1) The Center's academic, technical, and administrative personnel needs are met by personnel assigned by the Rector in accordance with Article 13 of Law No. 2547 and relevant legislation.

Cases not provided for in this Regulation

ARTICLE 12 – (1) In matters not covered by this Regulation, the provisions of Law No. 2547 and other relevant legislation apply.

Entry into force

ARTICLE 13 – (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 14 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
