DISTANCE EDUCATION APPLICATION AND RESEARCH CENTER REGULATION

 

PART ONE

Purpose, Scope, Basis and Definitions

Purpose

ARTICLE 1 – (1) The purpose of this Regulation is to set out the procedures and principles governing the fields of activity and the management of the Istanbul Sabahattin Zaim University Distance Education Application and Research Center.

Scope

ARTICLE 2 – (1) This Regulation covers the provisions relating to the objectives, fields of activity, governing bodies, and the duties and working procedures of the governing bodies of the Istanbul Sabahattin Zaim University Distance Education Application and Research Center.

Legal Basis

ARTICLE 3 – (1) This Regulation has been prepared on the basis of sub-paragraph (2) of paragraph (d) of the first paragraph of Article 7 and Article 14 of Higher Education Law No. 2547 dated 4/11/1981.

Definitions

ARTICLE 4 – (1) In this Regulation;

a) Center: The Istanbul Sabahattin Zaim University Distance Education Application and Research Center,

b) Director: The Director of the Center,

c) Rector: The Rector of Istanbul Sabahattin Zaim University,

ç) University: Istanbul Sabahattin Zaim University,

d) Executive Board: The Executive Board of the Center,

shall have the meanings set out above.

 

PART TWO

Purpose and Field of Activity of the Center

Purpose of the Center

ARTICLE 5 – (1) The purpose of the Center is to ensure that the teaching activities of the undergraduate and graduate programs delivered through distance education at the University are carried out effectively and efficiently, to establish and operate the infrastructure required for distance education, to create e-learning based course content, and to carry out research, development and applied work related to distance education.

Fields of activity of the Center

ARTICLE 6 – (1) The fields of activity of the Center are as follows:

a) To lay down the principles concerning the academic and technical operation required for carrying out the activities of undergraduate and graduate distance education programs.

b) To determine the hardware and software requirements related to distance education and to establish the necessary infrastructure.

c) To determine the rules concerning the curricula and course content of distance education programs, to create or procure offline course content, and to make the distance education system ready for use by students and academic staff.

ç) To provide technical and academic support to the students and academic staff of distance education programs.

d) To create the question bank for the examinations of distance education programs, to organize examination venues, to prepare examination booklets, and to ensure that examinations are held and the results evaluated.

e) To carry out research and development work on distance education, and to explore and develop opportunities for cooperation with other institutions.

f) To organize distance education activities in the relevant faculties, schools, institutes and research centers so that certain courses offered in formal education programs can be delivered through distance education, to provide support to these units, to ensure coordination among units, and to determine the principles relating to this matter.

g) To develop and carry out, where necessary together with the relevant units, projects in response to requests from public and private institutions for consultancy in the field of distance education and for the use of distance education facilities.

ğ) To organize courses, seminars, conferences and similar activities that can be delivered through distance education, to determine and appoint the academic staff who will take part in these programs, to ensure cooperation and coordination, and to issue certificates, attendance documents, course completion documents and the like.

 

PART THREE

Bodies of the Center and Their Duties

Bodies of the Center

ARTICLE 7 – (1) The bodies of the Center are as follows:

a) The Director.

b) The Executive Board.

Director

ARTICLE 8 – (1) The Director is appointed by the Rector for a term of three years from among the faculty members of the University. A Director whose term has expired may be reappointed. The Director may be removed from office in the same manner as appointed. The Director submits for the approval of the Rector the appointment of one person from among the academic staff as deputy director to assist him or her in his or her work. In the event of the Director's temporary absence from duty, the deputy director acts on his or her behalf.

Duties of the Director

ARTICLE 9 – (1) The duties of the Director are as follows:

a) To represent the Center.

b) To ensure that the work of the Center is carried out and developed in an orderly manner.

c) To convene and chair the Executive Board and to implement the decisions taken.

ç) To prepare the work, objectives and plans of the Center together with the annual activity report, and to submit them to the Rectorate after obtaining the opinion of the Executive Board.

d) To carry out the administrative affairs of the Center, to determine its personnel needs and to submit these to the Rectorate.

e) To cooperate with research and application centers in Turkey and abroad.

f) To ensure coordination and cooperation regarding the programs and activities carried out in faculties, institutes, schools and other units within the University, as well as in departments affiliated with the Rectorate.

Executive Board

ARTICLE 10 – (1) The Executive Board consists of five persons, including the Director and the deputy director. The other three members are appointed by the Rector from among the academic staff for a term of three years. Members whose term of office has expired may be reappointed. Should a membership become vacant for any reason, a new member may be appointed to complete the remaining term. The Executive Board convenes at least twice a year with an absolute majority, upon the invitation of the Director and with the agenda set by the Director, and decisions are taken by a majority of votes. Upon the proposal of the Director, persons from within or outside the University with relevant knowledge, skills and experience may, where necessary, attend Executive Board meetings in order to express their opinions. However, such persons may not vote.

Duties of the Executive Board

ARTICLE 11 – (1) The duties of the Executive Board are as follows:

a) To take decisions relating to the management of the Center.

b) To discuss the activity report to be submitted to the Rectorate.

c) To evaluate requests for financial support submitted by research and application staff for participation in research, publications and scientific meetings related to distance education.

ç) To evaluate the work and project proposals received by the Center and to make recommendations to the Rectorate.

d) To establish the working groups and commissions required by the Center.

e) To propose the opening of new distance education programs.

f) To take decisions relating to distance education practices and to submit them for the approval of the Rectorate.

g) To supervise the implementation of existing distance education programs.

ğ) To resolve problems arising in distance education practices.

h) To introduce new arrangements in distance education programs in line with the evaluation surveys administered to students at the end of the semester and with current requirements.

ı) To make proposals to the Rectorate in order to decide which tasks in distance education practice are to be carried out using the University's own resources and which are to be procured as services from institutions outside the University.

i) To determine the principles governing the purchase and sale of services on a course and unit basis in distance education practice, and to submit these for the approval of the Rectorate.

j) To make recommendations to the Rectorate in order to decide on matters such as registration centers, examination centers and on-site practice.

 

PART FOUR

Miscellaneous and Final Provisions

Personnel requirements

ARTICLE 12 – (1) The academic, administrative and technical personnel needs of the Center are met by personnel appointed by the Rector pursuant to Article 13 of Higher Education Law No. 2547.

Entry into force

ARTICLE 13 – (1) This Regulation enters into force on the date of its publication.

Execution

ARTICLE 14 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
