CENTER REGULATION

 

PART ONE
Introductory Provisions

Purpose
ARTICLE 1- (1) The purpose of this Regulation is to set out the procedures and principles governing the objectives, fields of activity, governing bodies, and the duties and working procedures of the governing bodies of the Istanbul Sabahattin Zaim University Turkish Language Education and Teaching Application and Research Center.

Scope
ARTICLE 2- (1) This Regulation covers the provisions relating to the objectives, fields of activity, governing bodies, and the duties and working procedures of the governing bodies of the Istanbul Sabahattin Zaim University Turkish Language Education and Teaching Application and Research Center.

Legal Basis
ARTICLE 3- (1) This Regulation has been prepared on the basis of sub-paragraph (2) of paragraph (d) of the first paragraph of Article 7 and Article 14 of Higher Education Law No. 2547 dated 4/11/1981.

Definitions
ARTICLE 4- (1) In this Regulation;

a) Center (IZU TOMER): The Istanbul Sabahattin Zaim University Turkish Language Education and Teaching Application and Research Center,
b) Director: The Director of the Center,
c) Rector: The Rector of Istanbul Sabahattin Zaim University,
ç) Senate: The Senate of Istanbul Sabahattin Zaim University,
d) University: Istanbul Sabahattin Zaim University,
e) Executive Board: The Executive Board of the Center,

shall have the meanings set out above.

PART TWO
Objectives and Fields of Activity of the Center

Objectives of the Center
ARTICLE 5- (1) The objectives of the Center are as follows:

a) To teach Turkish in Turkey and abroad, to carry out activities promoting Turkey and Turkish culture, and to open branches in accordance with the relevant legislation.
b) To conduct applied work and research on the teaching of Turkish, to prepare programs, to develop methods and projects, to prepare Turkish curricula for academic and professional purposes, and to organize courses to this end.
c) To engage in joint education, research, application and publication activities with various institutions and organizations in Turkey and abroad within the framework of bilateral and international agreements relating to the teaching of Turkish.
ç) To organize social and cultural events, trips and performances and to present awards in Turkey and abroad in order to promote Turkey and Turkish culture and to encourage the learning of Turkish.

Fields of activity of the Center
ARTICLE 6- (1) The fields of activity of the Center are as follows:

a) To conduct comparative studies between the teaching of Turkish and the teaching of other languages, and to produce and publish printed, visual and multimedia teaching materials.
b) To organize Turkish language education programs and examinations in Turkey and abroad, and to issue certificates where necessary in accordance with the relevant legislation.
c) To organize workshops, meetings, training and internship programs for professional experience and development for academic staff working in fields related to Turkish and for students and graduates of Turkology-related departments of universities in Turkey and abroad, and to issue certificates where necessary in accordance with the relevant legislation.
ç) To prepare formal, blended or distance education programs and examinations in order to expand the teaching of Turkish, to implement these in Turkey and abroad, and to enable the exchange of students and academic staff and the sharing of educational knowledge and materials through cooperation with various universities and language centers abroad.
d) To support research and applications related to the teaching of Turkish, to encourage scholarly work, and to organize seminars, courses and meetings in order to disseminate and closely follow the research carried out.
e) To teach the Turkish language to foreign national children and adults living in Turkey and to children and adults of Turkish origin living abroad, and to organize culture and integration courses.
f) To take part in fairs on foreign language teaching and to carry out related promotional activities in order to closely follow developments in the teaching of Turkish.
g) To carry out other activities decided upon by the Rectorate and/or the Executive Board.

PART THREE
Governing Bodies of the Center and Their Duties

Governing bodies of the Center
ARTICLE 7- (1) The governing bodies of the Center are as follows:

a) The Director.
b) The Executive Board.

Director
ARTICLE 8- (1) The Director is appointed by the Rector for a term of three years from among the full-time academic staff of the University who have expertise, knowledge, academic background and experience in the fields of activity of the Center. A Director whose term has expired may be reappointed in the same manner. Should the Director be absent from duty for more than six months, the office of Director terminates automatically.

(2) Where necessary, the Rector appoints one person as Deputy Director, upon the proposal of the Director, from among the full-time academic staff of the University who have expertise, knowledge, academic background and experience in the fields of activity of the Center. In the absence of the Director, the Deputy Director acts on his or her behalf.

Duties of the Director
ARTICLE 9- (1) The duties of the Director are as follows:

a) To represent the Center and to chair the Executive Board.
b) To make the appointments required by the work of the Center.
c) To ensure that the education, research, application and publication activities, events and examinations of the Center are carried out in an orderly manner.
ç) To exercise general supervision and oversight of the work of the Center and its branches and of the duties and responsibilities of personnel at every level.
d) To convey to the Rector the general needs arising from the research and application activities of the Center, together with related proposals.
e) To submit the decisions taken by the Executive Board for the approval of the Rector.
f) To submit to the Rector, at the end of each academic year, a report on the general situation and operation of the Center, after obtaining the opinion of the Executive Board.

Executive Board
ARTICLE 10- (1) The Executive Board consists of five members in total: the Director, the Deputy Director, and three members appointed by the Rector, upon the proposal of the Director, from among the full-time academic staff of the University whose work relates to the fields of activity of the Center.

(2) The term of office of the members of the Executive Board is three years. Members whose term has expired may be reappointed. New members are appointed to complete the remaining term in place of members who leave before their term expires or who are assigned outside the University for more than three months. The Executive Board convenes with an absolute majority upon the invitation of the Director, and decisions are taken by a majority of votes.

Duties of the Executive Board
ARTICLE 11- (1) The duties of the Executive Board are as follows:

a) To take decisions on matters relating to the activities and management of the Center.
b) To examine the proposals of the Director on matters relating to the identification and appointment of personnel to be assigned to the Center, and to decide on their submission to the Rectorate.
c) To discuss the report prepared by the Director at the end of each activity year and to prepare the work program for the following year.
ç) To make recommendations to the Rector on matters relating to the fees and discounts to be applied at the Center.
d) To express opinions on matters relating to education, research and publication.

PART FOUR
Miscellaneous and Final Provisions

Cases not covered by provisions
ARTICLE 12- (1) In cases not covered by this Regulation, the provisions of other relevant legislation and the decisions of the Senate and the Executive Board apply.

Repealed regulation
ARTICLE 13- (1) The Istanbul Sabahattin Zaim University Turkish Language Education and Teaching Application and Research Center Regulation, published in the Official Gazette dated 17/6/2015 and numbered 29389, has been repealed.

Entry into force
ARTICLE 14- (1) This Regulation enters into force on the date of its publication.

Execution
ARTICLE 15- (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
