APPLICATION AND RESEARCH CENTER REGULATION

PART ONE
Purpose, Scope, Basis and Definitions

Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to establish the procedures and principles regarding the purposes, activities, governing bodies, and duties of the governing bodies of the Istanbul Sabahattin Zaim University Local and Regional Policies Application and Research Center, established under the Rectorate of Istanbul Sabahattin Zaim University.

Scope
ARTICLE 2 – (1) This Regulation covers provisions regarding the purposes, activities, governing bodies, duties of the governing bodies, and mode of operation of the Istanbul Sabahattin Zaim University Local and Regional Policies Application and Research Center.

Basis
ARTICLE 3 – (1) This Regulation has been prepared on the basis of sub-clause (2) of paragraph (d) of the first paragraph of Article 7, and Article 14, of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions
ARTICLE 4 – (1) As used in this Regulation;

a) Advisory Board: Refers to the Advisory Board of the Center,
b) Center: Refers to the Istanbul Sabahattin Zaim University Local and Regional Policies Application and Research Center,
c) Director: Refers to the Director of the Center,
ç) Project groups: Refers to the project groups of the Center,
d) Rector: Refers to the Rector of Istanbul Sabahattin Zaim University,
e) University: Refers to Istanbul Sabahattin Zaim University,
f) Board of Directors: Refers to the Board of Directors of the Center,

shall have the meanings set out above.

PART TWO
Purpose and Fields of Activity of the Center

Purpose of the Center
ARTICLE 5 – (1) The purpose of the Center is to scientifically examine and interpret economic and social developments and regional issues at the local and regional level, to generate new knowledge in this field through an interdisciplinary approach, to develop application models for this purpose, and, by organizing continuing programs in all fields other than the academic programs in which the University provides education and conducts research, to contribute to the development of the University's cooperation with the public sector, the private sector, civil society organizations, and international organizations through these programs.

Fields of activity of the Center
ARTICLE 6 – (1) In line with the purposes specified in Article 5 of this Regulation, the Center engages in activities in the following areas:

a) Analyzing and evaluating information obtained from domestic and foreign scientific publications, conveying the knowledge produced, and national and international scientific meetings and publications, to relevant parties and the public, making it available for updating course materials and similar purposes, and ensuring the development of a metropolitan research archive,
b) Conducting research on the problems of the settlements where the University's units are located,
c) Conducting or participating in research on the common problems of the region with neighboring provinces,
ç) Producing joint projects together with relevant public and private sector institutions and organizations,
d) Producing projects at the local, regional, national, and international levels,
e) Conducting studies on increasing entrepreneurship, developing employment opportunities, and small and medium-sized enterprises and sectoral issues,
f) Exploring opportunities for cooperation with other national and international organizations working in related fields and ensuring that joint work is carried out, and making research results available for the benefit of public and private sector institutions, organizations, and researchers,
g) Ensuring cooperation with scientists interested in the Center's fields of work,
ğ) Preparing projects and, where necessary during their implementation, cooperating with other institutions and research centers,
h) Publishing periodical and non-periodical publications related to its field of work, and organizing conferences, seminars, and similar scientific meetings,
ı) Conducting studies on other subjects to be determined by the Rector.

PART THREE
Governing Bodies of the Center, Project Groups and Their Duties

Governing bodies of the Center
ARTICLE 7 – (1) The governing bodies of the Center are as follows;

a) Director,
b) Board of Directors,
c) Advisory Board.

Director and duties
ARTICLE 8 – (1) The Director is appointed by the Rector for a term of three years from among the University's salaried faculty members who have research and application experience. A Director whose term has ended may be reappointed under the same procedure. If necessary, the Director may be removed from office by the Rector before the term expires.

(2) To assist in the Center's work, the Director selects up to two people from among the members of the Board of Directors as deputy directors. Deputy directors are appointed by the Director for a term of up to three years. When the Director's term ends, the deputy directors' terms end automatically. When the Director is not on duty, one of the deputy directors acts on the Director's behalf. If the proxy period exceeds six months, a new Director is appointed under the same procedure.

(3) The duties of the Director are as follows;

a) Calling the Board of Directors and the Advisory Board to meetings, setting their agendas, chairing their meetings, and implementing the decisions of the Board of Directors,
b) Making administrative arrangements and carrying out administrative and technical work in order to achieve the Center's purposes as set out in this Regulation,
c) Preparing the previous year's activity report and the next year's work program regarding the Center's activities, in line with the opinion of the Board of Directors,
ç) Reporting to the Rector on the Center's general status and operation at the end of each year and whenever requested,
d) Determining, with justification, the appropriation and staffing needs according to the annual plan and program, and submitting them to the Board of Directors,
e) Representing the Center,
f) Performing the duties of spending authority in the event of delegation of authority by the Rector.

Board of Directors and its duties
ARTICLE 9 – (1) The Board of Directors consists of seven people, including the Director. The other six members are appointed by the Rector for a term of three years from among University faculty members who have national and international work experience. A member whose term has ended may be reappointed under the same procedure. Should a Board member leave office before the end of the term, a new member is appointed under the same procedure to complete the remaining term.

(2) The Board of Directors normally meets once a month. The Director may call the Board of Directors to an extraordinary meeting when deemed necessary. The Board of Directors convenes with an absolute majority of the total number of members, and decisions are taken by majority vote. In the event of a tie, the majority is deemed to have been achieved in the direction of the vote cast by the Director.

(3) The duties of the Board of Directors are as follows;

a) Taking decisions concerning the management and activities of the Center,
b) Discussing and deciding on the proposals of the Director and the Board of Directors members,
c) Deciding on the establishment, naming, and determination of the working principles of project groups and similar sub-units, and on the termination of their work,
ç) Preparing the principles related to the Center to be discussed and adopted by the Senate,
d) Determining the principles of cooperation for joint work to be carried out with national and international institutions and organizations, and examining the protocols prepared and giving an opinion on them,
e) Examining the annual work program and budget, obtaining the opinions of the Advisory Board and other relevant parties, ensuring that new program and budget arrangements are made, and that these are submitted to the Rectorate in a timely manner.

Advisory Board and its duties
ARTICLE 10 – (1) The Advisory Board consists of at least seven members, appointed for a term of three years upon the proposal of the Board of Directors or directly by the Rector, comprising University faculty members; representatives designated, upon request, by real and legal persons with theoretical and applied work in all relevant fields; and one member each proposed by civil society organizations whose purpose and activities relate to economic, social, and technical development. Members whose term has ended may be reappointed.

(2) The Advisory Board normally meets once a year at the invitation of, and under the chairmanship of, the Director. The Director may call the Advisory Board to an extraordinary meeting when deemed necessary. Within the scope of the agenda prepared by the Director, the Advisory Board takes advisory decisions consistent with the Center's purposes and provides opinions and recommendations regarding the Center's activities.

Project groups and their duties
ARTICLE 11 – (1) Project groups are established by decision of the Board of Directors to carry out the Center's work. The establishment of project groups, their working procedures and principles, and the coordination and cooperation among project groups are determined by the Board of Directors. Project groups submit status reports on their projects to the Board of Directors at intervals to be determined according to the project duration. The status reports of project groups are discussed by the Board of Directors. Based on the status reports, projects may be terminated with justification before their term ends, or merged with another ongoing project.

(2) Project groups are formed with a sufficient number of experts suited to the project's subject matter. Experts from other institutions and organizations may be assigned to project groups in accordance with the relevant legislation. The project manager is the owner of the project. The distribution of tasks for the project is made by the project manager. Any problems arising in connection with the project are resolved by the project manager. Problems not resolved by the project manager are resolved by the Director, and if deemed necessary, placed on the agenda of the Board of Directors and decided upon.

PART FOUR
Miscellaneous and Final Provisions

Personnel needs
ARTICLE 12 – (1) The Center's academic, technical, and administrative personnel needs are met by staff employed at the University and assigned by the Rector in accordance with Article 13 of Law No. 2547.

Financial provisions
ARTICLE 13 – (1) After being discussed by the University Board of Directors, the Center's budget is submitted by the Rector to the Board of Trustees. It becomes final upon approval by the Board of Trustees.

(2) The Center's income consists of shares allocated from the University budget, donations and grants made to the Center, income from projects, courses, report preparation, publications and research, and other income.

(3) The Center's expenses consist of expenditures for all equipment used at the Center, maintenance and repair, publication and research expenses, staff salaries, payments made to instructors, awards given to students taking part in projects, and expenditures for scientific meetings, panels, courses, seminars, and similar activities.

(4) If income exceeds expenses, the resulting surplus is transferred to the following year's budget, by decision of the Board of Trustees, to be used for scientific research.

Fixed assets
ARTICLE 14 – (1) All tools, equipment, and fixed assets acquired within the scope of research supported by the Center are allocated for the use of the Center and, when necessary, the University.

Spending authority
ARTICLE 15 – (1) The spending authority of the Center is the Rector. The Rector may delegate this authority to the Director.

Cases not provided for in this Regulation
ARTICLE 16 – (1) In cases not provided for in this Regulation, the provisions of Law No. 2547 and other relevant legislation shall apply.

Entry into Force
ARTICLE 17 – (1) This Regulation shall enter into force on the date of its publication.

Execution
ARTICLE 18 – (1) The provisions of this Regulation shall be executed by the Rector of Istanbul Sabahattin Zaim University.
