BIOTECHNOLOGY APPLICATION AND RESEARCH

CENTER REGULATION

PART ONE

Introductory Provisions

Purpose

ARTICLE 1- (1) The purpose of this Regulation is to establish the procedures and principles regarding the objectives, fields of activity, governing bodies, duties of the governing bodies, and working procedures of the Istanbul Sabahattin Zaim University Food, Nutrition and Biotechnology Application and Research Center.

Scope

ARTICLE 2- (1) This Regulation covers the provisions concerning the objectives, fields of activity, governing bodies, duties of the governing bodies, and working procedures of the Istanbul Sabahattin Zaim University Food, Nutrition and Biotechnology Application and Research Center.

Legal Basis

ARTICLE 3- (1) This Regulation has been prepared on the basis of subparagraph (2) of paragraph (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated November 4, 1981.

Definitions

ARTICLE 4- (1) For the purposes of this Regulation, the following terms shall mean:

a) Advisory Board: The Advisory Board of the Center,

b) Center: The Istanbul Sabahattin Zaim University Food, Nutrition and Biotechnology Application and Research Center,

c) Director: The Director of the Center,

ç) Rector: The Rector of Istanbul Sabahattin Zaim University,

d) Senate: The Senate of Istanbul Sabahattin Zaim University,

e) University: Istanbul Sabahattin Zaim University,

f) Executive Board: The Executive Board of the Center,

shall mean.

PART TWO

Objectives and Fields of Activity of the Center

Objectives of the Center

ARTICLE 5- (1) The objectives of the Center are as follows:

a) To conduct research, development, education, and outreach activities in the fields of food sciences, nutrition sciences, and biotechnology.

b) To conduct research, development, and analysis in molecular biology, genetics, and the production of healthy food products within the University.

c) To support the educational activities, projects, and thesis studies of academic units.

ç) To establish collaborations that contribute to regional and national development.

d) To develop new methods for healthy food, nutrition, dietary planning, and the analysis of halal products.

e) To conduct method performance validation, method verification, measurement uncertainty, and accreditation studies in related fields.

f) To provide training, consultancy, and analytical services to relevant institutions.

Fields of Activity of the Center

ARTICLE 6- (1) The fields of activity of the Center are as follows:

a) To coordinate laboratory and analytical activities related to food, nutrition, molecular biology, and genetics within the University in order to save labor, time, and resources; and to provide the infrastructure, materials, technical knowledge, and support required for education, teaching, research, internships, and R&D activities.

b) To conduct scientific research in the fields of food, agriculture, nutrition, molecular biology, and genetics; to develop university-industry collaboration; and to plan and implement projects that address problems in the food and agriculture sectors.

c) To emphasize the importance of clean and healthy food production and consumption; to develop projects for the research and development of functional/bioactive foods; and to organize training, awareness-raising, promotional activities, and events at national and international levels.

ç) To develop and implement projects and collaborations aimed at supporting undergraduate and graduate researchers in developing innovative, healthy, nutritious, and/or halal-compliant food products.

d) To publish studies on healthy food production, R&D, and analysis; to establish a data and documentation center; and to organize congresses, panels, conferences, symposia, workshops, courses, and seminars.

e) To cooperate with institutions and organizations at national and international levels.

f) To provide laboratory and analytical services in line with the requests of public and private sector organizations and researchers; and to conduct analyses and prepare reports concerning food, beverages, supplements, pharmaceuticals, cosmetics, and cleaning products.

g) To conduct method performance validation, verification, proficiency, and comparison tests related to analyses, and to carry out accreditation studies for laboratories within the Center.

ğ) To conduct molecular biology and genetics research, including tissue cultures, microbial biotechnology, gene characterization, and gene transfer.

h) To conduct training, inspection, and quality management activities in functional foods and nutrition sciences, and to contribute to regulatory and accreditation practices.

ı) To conduct analyses and develop new methods to determine adulteration and the halal status of food and other consumer products.

i) To follow developments in the production, consumption, and analysis of halal products and consult with relevant experts to develop solutions to problems in the halal food sector.

j) To undertake activities aimed at training qualified personnel in the field of halal food.

k) To organize projects and events emphasizing the importance of the production and consumption of halal food, additives, pharmaceuticals, cosmetics, and similar products; to conduct testing, consultancy, and training activities in these fields; and to ensure coordination among the relevant units.

PART THREE

Governing Bodies of the Center and Their Duties

Governing Bodies of the Center

ARTICLE 7- (1) The governing bodies of the Center are as follows:

a) The Director.

b) The Executive Board.

c) The Advisory Board.

Director

ARTICLE 8- (1) The Director shall be appointed by the Rector for a term of three years from among the University's faculty members engaged in work related to the Center's fields of activity. The Director may be reappointed for subsequent terms in accordance with the same procedure. If the Director is absent from duty for more than six months, their appointment shall automatically terminate, and a new Director shall be appointed.

(2) To assist the Director in their work, two academic staff members of the University who are engaged in work related to the Center's fields of activity shall be appointed as Deputy Directors by the Rector, upon the Director's recommendation, for a term of three years. When the Director is absent, one of the Deputy Directors shall act on their behalf. The appointments of the Deputy Directors shall also terminate when the Director's term of office ends.

Duties of the Director

ARTICLE 9- (1) The duties of the Director are as follows:

a) To represent the Center.

b) To convene the Executive Board, prepare the meeting agendas, chair the meetings, and implement the decisions taken.

c) To carry out the administrative affairs of the Center within the framework of the relevant legislation; and to ensure and supervise compliance with occupational safety, biosafety, bioethics, and personal data protection rules in the Center's activities.

ç) To establish communication and cooperation with national and international organizations on matters related to the Center's duties.

d) To evaluate all services provided within the scope of the Center's objectives and fields of activity and submit the annual activity report to the Rectorate at the end of each academic year.

Executive Board

ARTICLE 10- (1) The Executive Board shall consist of five members in total, including the Director as chairperson, the Deputy Directors, and two members selected from among the University's full-time academic staff, one from the Faculty of Health Sciences and one from the Faculty of Engineering and Natural Sciences. The members shall be appointed by the Rector for a term of three years. Members whose terms have expired may be reappointed in accordance with the same procedure. If a member leaves office before the end of their term or is assigned to a position outside the University for more than six months, a new member shall be appointed to serve the remainder of the term.

(2) The Executive Board shall convene at least once every two months upon the Director's call, provided that an absolute majority of its total membership is present. Decisions shall be taken by a majority of the members attending the meeting. The Director may convene the Executive Board more frequently when necessary.

Duties of the Executive Board

ARTICLE 11- (1) The duties of the Executive Board are as follows:

a) To make decisions concerning the management and operations of the Center in line with its founding objectives and fields of activity.

b) To review the annual activity reports and programs prepared by the Director and submit them to the Rector for approval.

c) To determine the agenda of the Advisory Board and implement the decisions taken by that Board.

ç) To make recommendations regarding the activities to be carried out at the Center and supervise the activities performed.

d) To determine the working procedures and principles of the Center and prepare short-, medium-, and long-term plans in line with its objectives.

e) To conduct pricing and cost studies for services to be provided externally, submit them to the Rector, and undertake activities to secure resources for the Center.

f) To consider requests for student scholarships, project support, or scientific activity support in line with the Center's duties and submit them to the Rector for approval.

g) To evaluate and decide on requests for courses, seminars, research proposals, or projects submitted to the Center.

Advisory Board

ARTICLE 12- (1) The Advisory Board shall consist of twelve members in total: the Rector as chairperson; the relevant Vice-Rector; the Director; the Dean of the Faculty of Engineering and Natural Sciences; the Dean of the Faculty of Health Sciences; the Heads of the Departments of Food Engineering, Molecular Biology and Genetics, and Nutrition and Dietetics; and four representatives from industry or non-governmental organizations engaged in work related to food, nutrition, and biotechnology, appointed by the Rector for a term of three years upon the Director's recommendation.

(2) The Advisory Board shall convene at least once a year to discuss the items on its agenda. If the Rector is unable to attend the meeting, the relevant Vice-Rector shall chair it.

Duty of the Advisory Board

ARTICLE 13- (1) The duty of the Advisory Board is to make recommendations regarding the Center's fields of activity and cooperation between the Center and industry and other institutions.

PART FOUR

Miscellaneous and Final Provisions

Personnel Requirements

ARTICLE 14- (1) The Center's personnel requirements shall be met by personnel assigned by the Rector pursuant to Article 13 of Law No. 2547.

Cases Where There Is No Applicable Provision

ARTICLE 15- (1) In cases where this Regulation contains no applicable provision, the provisions of Law No. 2547 and other relevant legislation shall apply.

Entry into Force

ARTICLE 16- (1) This Regulation shall enter into force on the date of its publication.

Enforcement

ARTICLE 17- (1) The provisions of this Regulation shall be enforced by the Rector of Istanbul Sabahattin Zaim University.
