APPLICATION AND RESEARCH CENTER REGULATION

PART ONE
Purpose, Scope, Basis and Definitions

Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to set out the procedures and principles concerning the aim, fields of activity, governing bodies and the duties of the governing bodies of the Istanbul Sabahattin Zaim University Mehmet Akif Ersoy Art, History, Literature and Civilization Application and Research Center.

Scope
ARTICLE 2 – (1) This Regulation covers the provisions concerning the aim, fields of activity, governing bodies, the duties of the governing bodies and the working procedures of the Istanbul Sabahattin Zaim University Mehmet Akif Ersoy Art, History, Literature and Civilization Application and Research Center.

Legal Basis
ARTICLE 3 – (1) This Regulation has been prepared based on sub-clause (2) of clause (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.

Definitions
ARTICLE 4 – (1) In this Regulation;

a) Advisory Board: The Center's Advisory Board,
b) Center: refers to the Istanbul Sabahattin Zaim University Mehmet Akif Ersoy Art, History, Literature and Civilization Application and Research Center,
c) Director: The Director of the Center,
ç) Project groups: The Center's project groups,
d) Rector: The Rector of Istanbul Sabahattin Zaim University,
e) University: Istanbul Sabahattin Zaim University,
f) Board of Directors: Refers to the Board of Directors of the Center,

shall have the meanings set out above.

PART TWO
Purpose and Fields of Activity of the Center

Purpose of the Center
ARTICLE 5 – (1) The aim of the Center is to carry out and commission studies on the life, works and literary and political personality of Mehmet Akif Ersoy, the poet of the Turkish National Anthem, to produce publications relating to these studies, and to contribute to Turkish cultural life within this framework.

Fields of activity of the Center
ARTICLE 6 – (1) The fields of activity of the Centre are as follows:

a) To publish the works of Mehmet Akif Ersoy,
b) To produce scholarly works on the life, works and literary and political personality of Mehmet Akif Ersoy, to support and publish studies carried out in this field, and to provide translations relating to these studies,
c) To carry out all kinds of scholarly work in Turkey and abroad with a view to promoting Mehmet Akif Ersoy, and for this purpose to establish a library and museum housing his works and documents and to make them available to researchers,
ç) To prepare and publish bibliographies and catalogues,
d) To explore opportunities for cooperation with other national and international organisations working in this field and to enable joint studies, and to make research results available to public and private sector institutions and organisations and to researchers,
e) To ensure cooperation with scholars interested in the Center's fields of study,
f) To prepare projects and, within the scope of these projects, to cooperate with other institutions and research centers,
g) To produce periodical and non-periodical publications related to its fields of activity and to organise conferences, seminars and similar scholarly meetings,
ğ) To carry out work on other subjects to be determined by the Rector.

PART THREE
Governing Bodies of the Center, Project Groups and Their Duties

Governing bodies of the Center
ARTICLE 7 – (1) The management bodies of the Center are as follows:

a) Director,
b) Board of Directors,
c) Advisory Board.

Director and duties
ARTICLE 8 – (1) The Director is appointed by the Rector for three years from among the University's academic staff. A Director whose term of office has expired may be reappointed in the same manner. The Rector may terminate the Director's appointment when necessary.

(2) The Director submits for the Rector's approval the appointment of up to two members of the Executive Board as deputy directors to assist in their work. Deputy directors are appointed for a maximum of three years. When the Director's term of office ends, the terms of office of the deputy directors also end. When the Director is absent, one of the deputy directors acts on the Director's behalf. If the acting period exceeds six months, a new Director is appointed in accordance with the provisions of the first paragraph.

(3) The duties of the Director are as follows:

a) To call the Board of Directors and Advisory Board to meetings, prepare their agendas, chair their meetings, and implement Board of Directors decisions,
b) To make administrative arrangements and carry out administrative and technical affairs in order to achieve the Center's purposes specified in this Regulation,
c) To prepare the previous year's activity report and the next year's work program regarding the Center's activities, in line with the opinion of the Board of Directors,
ç) To report to the Rector on the general situation and operation of the Center at the end of each year and whenever requested,
d) To determine, with justification, the appropriation and staffing needs according to the annual plan and program, and to submit them to the Board of Directors,
e) To represent the Center,
f) To act as spending authority if authorised by the Rector.

Board of directors and duties
ARTICLE 9 – (1) The Executive Board consists of seven members including the Director. The other six members are appointed by the Rector for a term of three years from among the University's academic staff who have carried out work on the subject at national and international level. A member whose term has expired may be reappointed in the same manner. A new member is appointed in the same manner to complete the remaining term of an Executive Board member who leaves office before their term expires.

(2) The Executive Board convenes once a month. The Director may convene the Executive Board in extraordinary session whenever deemed necessary. The Executive Board convenes with an absolute majority of the total number of members and decisions are taken by majority vote. In the event of a tie, the majority is deemed to have been achieved in the direction of the Director's vote.

(3) The duties of the Board of Directors are as follows:

a) To make decisions regarding the management and activities of the Center,
b) To discuss and decide on proposals from the Director and Board of Directors members,
c) To take decisions concerning the establishment, naming, working principles and termination of project groups and other sub-units,
ç) To prepare the principles related to the Center to be discussed and adopted by the Senate,
d) To determine the principles of cooperation for joint work to be carried out with national and international institutions and organizations, and to examine the prepared protocols and give an opinion,
e) Examining the annual work program and budget, obtaining the opinions of the Advisory Board and other relevant parties, ensuring that new program and budget arrangements are made, and that these are submitted to the Rectorate in a timely manner.

Advisory board and duties
ARTICLE 10 – (1) The Advisory Board consists of at least seven members appointed for three years by the Rector, either upon the proposal of the Executive Board or directly, from among the University's academic staff, representatives designated, if they so wish, by natural and legal persons carrying out theoretical and applied work in all relevant fields, and one member proposed by each non-governmental organisation whose aims and activities relate to economic, social and technical development. Members whose terms of office have expired may be reappointed.

(2) The Advisory Board normally meets once a year at the invitation of, and under the chairmanship of, the Director. The Director may call the Advisory Board to an extraordinary meeting when deemed necessary. Within the scope of the agenda prepared by the Director, the Advisory Board takes advisory decisions consistent with the Center's purposes and provides opinions and recommendations regarding the Center's activities.

Project groups and duties
ARTICLE 11 – (1) Project groups are formed by a decision of the Executive Board in order to carry out the Centre's activities. The establishment of project groups, their working procedures and principles, and the coordination and cooperation among project groups are determined by the Executive Board. Project groups submit progress reports on their projects to the Executive Board at intervals to be determined according to the duration of the project. The progress reports of the project groups are discussed by the Executive Board. On the basis of the progress reports, projects may be terminated with justification before the end of their term or merged with another ongoing project.

(2) Project groups are formed from a sufficient number of experts appropriate to the subject of the project. Experts from other institutions and organisations may be assigned to project groups in accordance with the provisions of the relevant legislation.

PART FOUR
Miscellaneous and Final Provisions

Personnel requirements
ARTICLE 12 – (1) The Center's need for academic, technical and administrative staff is met by personnel to be assigned by the Rector pursuant to Article 13 of Law No. 2547.

Fixed assets
ARTICLE 13 – (1) All kinds of instruments, equipment and fixtures purchased within the scope of research supported by the Center are allocated for the use of the Center.

Authorizing officer
ARTICLE 14 – (1) The spending authority of the Centre is the Rector. The Rector may delegate this authority to the Director.

Cases not provided for in this Regulation
ARTICLE 15 – (1) In cases not covered by this Regulation, the provisions of Law No. 2547 and other relevant legislation shall apply.

Entry into force
ARTICLE 16 – (1) This Regulation enters into force on the date of its publication.

Execution
ARTICLE 17 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
