CENTRE FOR HISTORY AND SOCIAL SCIENCES RESEARCH
AND APPLICATION REGULATION
PART ONE
Purpose, Scope, Basis and Definitions
Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to set out the procedures and principles concerning the objectives, fields of activity, governing bodies, the duties of the governing bodies and the working methods of the Istanbul Sabahattin Zaim University Halil İnalcık Centre for History and Social Sciences Research and Application.
Scope
ARTICLE 2 – (1) This Regulation covers the procedures and principles concerning the objectives, fields of activity, governing bodies and the duties of these bodies of the Istanbul Sabahattin Zaim University Halil İnalcık Centre for History and Social Sciences Research and Application.
Legal Basis
ARTICLE 3 – (1) This Regulation has been prepared based on sub-clause (2) of clause (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547 dated 4/11/1981.
Definitions
ARTICLE 4 – (1) As used in this Regulation;
a) Advisory Board: The Advisory Board of the Istanbul Sabahattin Zaim University Halil İnalcık Centre for History and Social Sciences Research and Application,
b) Centre (HİTAM): The Istanbul Sabahattin Zaim University Halil İnalcık Centre for History and Social Sciences Research and Application,
c) Director: The Director of the Istanbul Sabahattin Zaim University Halil İnalcık Centre for History and Social Sciences Research and Application,
ç) Rector: The Rector of Istanbul Sabahattin Zaim University,
d) University: Istanbul Sabahattin Zaim University,
e) Executive Board: The Executive Board of the Istanbul Sabahattin Zaim University Halil İnalcık Centre for History and Social Sciences Research and Application,
shall have the meanings set out above.
PART TWO
Purpose and Fields of Activity of the Center
Purpose of the Center
ARTICLE 5 – (1) The purpose of the Centre is to make contributions at national and international academic level in the field of the social sciences, primarily history, as well as law, economics, literature and sociological research.
Fields of activity of the Center
ARTICLE 6 – (1) In line with its objectives, the Centre carries out the following activities:
a) To organise panels, conferences, symposia, congresses and similar activities related to history and the social sciences such as law, economics, literature and sociological research.
b) To conduct educational activities and produce academic publications related to history and the social sciences such as law, economics, literature and sociological research.
c) To cooperate with institutions and organisations working at national and international level in the fields of history and the social sciences such as law, economics, literature and sociological research.
ç) To take part in other activities within the framework of the Centre's objectives.
PART THREE
Governing Bodies of the Center and Their Duties
Governing bodies of the Center
ARTICLE 7 – (1) The governing bodies of the Centre are as follows:
a) The Director.
b) The Executive Board.
c) Advisory Board.
Director
ARTICLE 8 – (1) The Director is appointed by the Rector for a term of three years from among the full-time faculty members of the University. A Director whose term has expired may be reappointed by the same procedure. Upon the proposal of the Director, the Rector appoints a Deputy Director from among the faculty members of the University. In the absence of the Director, the Deputy Director acts on the Director's behalf. If the Director is absent from duty for more than six months, their term of office automatically ends and a new Director is appointed.
(2) The duties of the Director are as follows:
a) To represent the Center.
b) To ensure that the work of the Center is carried out and developed in an orderly manner.
c) To call the Board of Directors to meetings, prepare the agenda for these meetings, chair the meetings, and implement Board of Directors decisions.
ç) To call the Advisory Board to a meeting when necessary.
d) To submit a report to the Rector on the general situation and functioning of the Centre at the end of each year and whenever requested.
Executive Board
ARTICLE 9 – (1) The Executive Board consists of a total of five members: the Director, the Deputy Director and three members to be appointed by the Rector from among the University's faculty members working in the relevant field. These members are appointed by the Rector for a term of three years. A member whose term has expired may be reappointed by the same procedure. A new member is appointed to replace a member who leaves the Executive Board, to serve for the remainder of the term.
(2) The Board of Directors meets at least once a month. Board of Directors decisions are made available for review by Advisory Board members. In addition, copies of these decisions are sent to the Rectorate and relevant academic units.
(3) The duties of the Board of Directors are as follows:
a) To make decisions regarding the work and management of the Center.
b) To discuss and decide on proposals from the Director and Board of Directors members.
c) To make decisions on matters relating to research, publications, and other fields of work.
Advisory Board
ARTICLE 10 – (1) The Advisory Board consists of at least five members drawn from representatives of the University and of other institutions and organisations that carry out work in line with the Centre's fields of activity or that are considered likely to contribute to the Centre through their work. The members of the Advisory Board are appointed by the Rector for a term of three years upon the proposal of the Executive Board. Members whose terms have expired may be reappointed.
(2) The Advisory Board convenes in ordinary session once a year under the chairmanship of the Director. The Director may call the Advisory Board to an extraordinary meeting if deemed necessary. Within the scope of the agenda prepared by the Director, the Advisory Board adopts advisory decisions in line with the objectives of the Centre and offers opinions and recommendations concerning the Centre's activities.
Project groups and duties
ARTICLE 11 – (1) Project groups are formed by a decision of the Executive Board in order to carry out the Centre's activities. The establishment of project groups, their working procedures and principles, and the coordination and cooperation among project groups are determined by the Executive Board.
PART FOUR
Miscellaneous and Final Provisions
Personnel requirements
ARTICLE 12 – (1) The Centre's need for academic, technical and administrative staff is met by personnel to be assigned by the Rector pursuant to Article 13 of Law No. 2547 and the relevant legislation.
Financial provisions
ARTICLE 13 – (1) The Center's budget is submitted by the Rector to the Board of Trustees after being discussed at the University Board of Directors. It becomes final after approval by the Board of Trustees.
(2) The Center's income consists of shares allocated from the University budget, donations and grants made to the Center, income from projects, courses, report preparation, publications and research, and other income.
(3) The expenses of the Centre consist of all kinds of equipment used at the Centre, maintenance and repair, publication and research expenses, staff salaries, payments made to trainers, awards granted to students taking part in projects, and expenditure on scientific meetings, panels, courses, seminars and the like.
(4) If income exceeds expenses, the resulting surplus is transferred to the following year's budget, by decision of the Board of Trustees, to be used for scientific research.
Fixed assets
ARTICLE 14 – (1) All tools, equipment, and fixed assets acquired within the scope of research supported by the Center are allocated for the use of the Center and, when necessary, the University.
Cases not provided for in this Regulation
ARTICLE 15 – (1) In cases not covered by this Regulation, the provisions of Law No. 2547 and the relevant legislation and the decisions of the Senate shall apply.
Entry into force
ARTICLE 16 – (1) This Regulation enters into force on the date of its publication.
Execution
ARTICLE 17 – (1) The provisions of this Regulation are executed by the Rector of Istanbul Sabahattin Zaim University.
