VISITING ACADEMIC ADMISSION AND IMPLEMENTATION DIRECTIVE
PART ONE
General Provisions
Purpose
Article 1 - (1) The purpose of this Directive is to regulate the procedures and principles for the admission of visiting academics to Istanbul Sabahattin Zaim University. Basis
Article 2 - (1) This directive has been prepared based on Article 14 of Higher Education Law No. 2547. Definitions
Article 3 – (1) As used in this Directive; a) Visiting Scholar: Researchers/artists/designers who are temporarily admitted to the University for a specified period to carry out research and/or academic activities within a predetermined purpose and program, b) University: Istanbul Sabahattin Zaim University,
c) Academic Year: The academic calendar determined by the University Administration,
ç) Rector: The Rector of Istanbul Sabahattin Zaim University,
d) Rectorate: The Rectorate of Istanbul Sabahattin Zaim University,
e) Directive: The Istanbul Sabahattin Zaim University Directive on the Admission and Implementation of Visiting Scholars,
f) Dean's Office: The Dean's Offices of the relevant Faculties affiliated with Istanbul Sabahattin Zaim University, shall have the above meanings.
PART TWO
Admissibility Criteria and Matters Related to Academic Activities
Criteria for admissibility to visiting scholar status
Article 4 – (1) It is essential that persons to be admitted as visiting scholars have the potential, through their personal qualities, standing, and expertise, to contribute to the development of the scientific, artistic, and intellectual experience of the University's faculty members and students, and to their benefiting from research and scholarship opportunities in various fields.
(2) Within this framework, persons who are members or employees of another university or institution and who, in principle, possess any of the qualifications listed below are admitted as visiting scholars: a) Those holding an academic title in their field of expertise b) Those who have distinguished themselves nationally or internationally due to outstanding achievements in their field of work c) Those engaged in advanced research or in scientific, artistic, cultural, or other studies determined by the University in a specific field ç) Those who have distinguished themselves in managerial capacities in the public or private sector Academic activities
Article 5 – (1) Visiting scholars are admitted to carry out academic activities, within a specific purpose and program, under the coordination of a faculty member of the University, either individually or jointly with one or more faculty members of the University.
(2) Visiting scholars are primarily expected to produce scholarly work to be published as a book or article under the name of Istanbul Sabahattin Zaim University, or to work on a joint project established together with Istanbul Sabahattin Zaim University.
(3) They also engage in academic activities such as teaching courses, developing curricula, participating in departmental meetings and talks, attending conferences, giving lectures, and providing student advising.
(4) Visiting scholars are required to give at least one seminar related to their work.
(5) The provisions of the relevant legislation apply regarding the ownership and use of all intellectual and industrial property rights, such as patents, copyrights, industrial designs, and utility models, arising from the academic activities of visiting scholars and produced during their time at the University.
PART THREE
Admission Procedures, Rights, and Responsibilities of the Visiting Scholar
Evaluation of Applications
Article 6 – (1) Visiting scholars apply to work at the University through the relevant Dean's Office
(2) The curriculum vitae of the person applying to serve as a visiting scholar is evaluated by the faculty members of the relevant department, the relevant Faculty Dean, and the relevant Vice Rector. If the department applied to deems it appropriate, the relevant Dean proposes the admission of the visiting scholar to the Rectorate.
(3) The proposal submitted by the Dean to the Rectorate for evaluation and approval must include the following information:
a) A statement indicating that the applying academic wishes to work as a visiting scholar;
b) A statement describing the nature of the activities the visiting scholar will carry out in the department applied to; c) The benefits the University is expected to gain if the visiting scholar is admitted; ç) By whom and how the payments planned for the visiting scholar will be made; d) The title the visiting scholar will use; e) The start and end dates of the period the visiting scholar will spend at the University; f) The visiting scholar's current curriculum vitae.
Admission
Article 7 – (1) If the evaluation process is completed favorably, the applicant is admitted as a visiting faculty member with the Rector's approval, and a letter outlining the duties and responsibilities they will hold during their time at the University is sent to them.
(2) Visiting scholars are admitted for a period of no more than one year. However, this period may be extended if deemed appropriate by the relevant Dean's Office and the Rector.
(3) If the number of applications received exceeds the number of visiting scholars the University can admit in an academic year, the final decision on who will be admitted as a visiting scholar rests with the Rector.
Rights and Responsibilities of the Visiting Scholar
Article 8 – (1) During their time at the University, Visiting Scholars are required to use the name Istanbul Sabahattin Zaim University in their academic, scientific, artistic, and other work and activities.
(2) For the duration of this status, visiting scholars are listed as "Misafir Akademisyen / Visiting Scholar" on the University website and in all University publications, and are issued a temporary University identity card.
(3) The facilities provided to the University's full-time faculty members are extended to visiting scholars to the extent possible. Some of these facilities include the use of libraries and laboratories, accommodation, postal services, access to the information center, health services limited to those provided at the University, and a University-issued e-mail address; the facilities granted are not necessarily limited to these. Where required by their activities, visiting scholars are provided with space they can use during office hours. The facilities to be provided to the visiting scholar are clearly stated in the letter of acceptance.
(3) It is essential that visiting scholars' expenses be covered from sources outside the University. Where necessary, University funds may be made available within the framework of the relevant legislation, upon the proposal of the relevant academic units and by decision of the University Board of Directors
PART FOUR
Miscellaneous and Final Provisions Administration of the Program
Article 9 – (1) Services needed by the visiting scholar during their stay at the University, such as visa, official permits, logistics, and guidance, are carried out under the coordination of the relevant Dean's Office/Institute.
(2) The unit responsible for administering the Visiting Scholar Program is the relevant Dean's Office and Institute Directorate.
Cases Not Covered by the Directive Article 8 – In cases not covered by this directive, the decisions of the Istanbul Sabahattin Zaim University Senate and the provisions of the relevant legislation in force apply.
Entry into Force
Article 9 – (1) This Directive enters into force as of 07/07/2020, the date it was adopted by the Senate. Execution Article 10 – (1) The provisions of this Directive are executed by the Rector of Istanbul Sabahattin Zaim University.
