- has been drawn up with a view to establishing the principles governing the employment of part-time students, ensuring that part-time student employment is carried out in accordance with a plan and within budgetary discipline, and ensuring that quotas are determined not according to individual requests but according to objective criteria within an institutional discipline and are set out in a contract,
- and supporting our students both socially and economically as well as preparing them for working life,
in this understanding.

PART ONE
Purpose, Scope, Basis and Definitions
Purpose and Scope
ARTICLE 1- (1) This Directive has been drawn up for the purpose of determining the number of students to be employed on a part-time basis within the units of Istanbul Sabahattin Zaim University pursuant to Article 46 of Higher Education Law no. 2547, the selection of students and their commencement of work, weekly working hours, wages and insurance procedures, and other related matters.
Legal Basis
ARTICLE 2- (1) This Directive has been prepared on the basis of subparagraph (k) of Article 46 and Article 14 of Higher Education Law no. 2547, the Main Regulation of Istanbul Sabahattin Zaim University, and the Procedures and Principles for the Employment of Part-Time Students at Higher Education Institutions.
Definitions
ARTICLE 3- (1) In this Directive;
a) Unit refers to the unit in which the part-time student will be employed,
b) Unit Manager refers to the senior manager of the unit in which the part-time student is employed,
c) Head of Department refers to the Head of the Department of Health, Culture and Sports,
ç) Departmental Directorate refers to the Department of Health, Culture and Sports,
d) Secretary General: refers to the Secretary General of Istanbul Sabahattin Zaim University,
e) Commission refers to the commission that will assess the part-time student quota, taking into account the socio-economic circumstances, skills and abilities of the student applying for employment,
f) Student refers to a student employed on a part-time basis in temporary work who is not legally considered a worker,
g) Board of Trustees: refers to the Board of Trustees of Istanbul Sabahattin Zaim University,
ğ) Rector: The Rector of Istanbul Sabahattin Zaim University,
h) Senate: refers to the Senate of Istanbul Sabahattin Zaim University,
ı) University: refers to Istanbul Sabahattin Zaim University,
shall have the meanings set out above.
PART TWO
Provisions Concerning the Determination of the Number of Students to be Employed, the Announcement,
Application, Recruitment and Employment Contract Procedures
Determination of the number of students to be employed
ARTICLE 4- (1) The number of students to be employed is determined by a commission chaired by a Vice-Rector appointed by the Rector and composed of the Secretary General and the Head of Department.
(2) Units shall notify the Departmental Directorate of their needs for students to be employed on a part-time basis, together with the reasons for and duration of such employment, by the end of the working day on the last day of the second week following the start of the autumn semester.
(3) The number of students that units may employ on a part-time basis is determined by the Departmental Directorate on a unit-by-unit basis, taking into account the duties the units are required to perform, the specific characteristics of the units, their human resource needs, the cost of employing part-time students and budgetary means, and is submitted to the Commission.
(4) The Commission assesses and decides upon the requests received, provided that the annually determined number is not exceeded.
Announcement
ARTICLE 5- (1) The University's need for part-time students is announced by the Departmental Directorate on the University's official website and on the notice boards of the units by the end of the working day on the last day of the second week following the start of the autumn semester, or during such periods as the need arises.
Application and its form
ARTICLE 6- (1) Applications are made by completing the "Part-Time Student Job Application Form" on the University's student information system. Applications from students who complete the job application form with incomplete, incorrect or misleading information are not accepted and are deemed invalid.
Requirements to be met by students to be employed on a part-time basis
ARTICLE 7- (1) Students meeting the requirements set out below may be employed as part-time students in temporary work, with priority given to students who are entitled to receive a scholarship.
a) Being a student enrolled at the University, excluding non-thesis master's students and special students,
b) Having received no disciplinary penalty,
c) Not having had their contract terminated on grounds of breach of the employment contract concluded between the part-time student and the University,
ç) Not being a student who has suspended their enrolment or failed to renew it,
d) Being a citizen of the Republic of Türkiye.
e) Not having an income at or above the minimum wage, other than an orphan's pension or alimony,
f) Having sufficient skill and ability for the work to be performed,
g) Being enrolled in study within the normal period of education and training.
(2) For students who document that they have suffered harm from disasters such as earthquakes or floods, or that they are the child of a martyr or veteran, the requirements other than those set out in subparagraphs (b, c, ç, d) listed above are not sought.
Selection of the students to be employed and submission for approval
ARTICLE 8- (1) The Students to be employed in the units are determined by the Commission following an assessment of matters such as whether they meet the requirements set out in Article 7 of this Directive, their financial circumstances, their suitability in terms of the skills and abilities required for the work/unit in which they will be employed, and the compatibility of their weekly course schedule with the work they will perform, and are submitted for the approval of the Rector.
(2) The list of Students approved by the Rector, together with information on the units in which they will work and the dates between which they will work, is published on the University's student information system.
Documents to be requested from students invited to sign a contract
ARTICLE 9- (1) A Student may not be employed before a contract is signed. At the contract signature stage, the following documents are required to be completed.
- Part-Time Student Employment Application Form,
- Student identity document,
- Photocopy of Turkish Republic identity card,
- Scholarship status document, (from the Department of Student Affairs)
- Document showing that no disciplinary penalty has been received, (from the Department of Student Affairs)
- 1 (one) biometric photograph,
- Bank account number, (the bank notified by the University)
Conclusion of the contract
ARTICLE 10- (1) A "Part-Time Student Employment Contract" is signed between the Student whose employment has been approved and the University. The contract is signed by the Secretary General on behalf of the Rectorate.
(2) The term of the contract to be concluded with the Student is limited to the period indicated in the work plan and may not exceed 12 (twelve) months.
(3) The contract concluded with the Student may be renewed if the student so requests and the University deems it appropriate.
PART THREE
Working Principles
Daily and weekly working hours
ARTICLE 11- (1) The working time of Students is a maximum of 15 (fifteen) hours per week.
(2) The distribution of working hours across the days of the week and the times of commencing and finishing work are determined by the relevant unit manager.
(3) While the principle is that no work is performed on national and religious holidays, public holidays or during examination weeks as set out in the legislation, in units that are open at weekends, at night and on official holidays, the part-time student is obliged to work on such days at the request of the unit manager where the work so requires.
Obligation to attend work
ARTICLE 12- (1) Students are obliged to be at their post during the designated working hours. They may not leave the workplace without permission before their working hours have ended. Their attendance is monitored by the relevant unit manager. Their timesheets are prepared by the relevant unit in accordance with their attendance status and hours.
Conduct, duties and responsibilities of part-time students
ARTICLE 13- (1) Students may not engage in acts or conduct that damage the reputation, standing and harmony of the University and of the unit in which they work, or the dignity of their post.
(2) Students are obliged to be respectful in their relations with their superiors and colleagues and to carry out their work fully and on time, within the framework of the principles of impartiality, fairness and equity.
(3) Students are obliged to carry out the duties assigned to them in accordance with the principles of the relevant legislation and the instructions given by their superiors.
(4) Students must comply with the working conditions established in the unit, work discipline, occupational health and safety rules, and regulations such as the regulations, directives and instructions issued by the University.
(5) Students are obliged to carry out their work with care and diligence, to protect the tools and equipment belonging to the University entrusted to them and to keep them ready for use at all times.
(6) Unit staff may not delegate their authority and responsibilities to the part-time students working alongside them and may not have Students perform administrative work and procedures.
(7) Students may not be assigned work of a confidential nature.
Job description and change of duties
ARTICLE 14- (1) The work and procedures the Student will carry out are defined and determined in advance by the unit in which they work, and the work plan prepared is communicated to the Student.
(2) Unit managers may change a Student's duties within the unit where they deem it necessary. However, Students may not be employed in heavy work in the units, such as cleaning or carrying loads.
Dress
ARTICLE 15- (1) Simplicity, cleanliness and suitability for the service performed are essential in the dress of Students. Depending on the nature of the unit in which they work and of the work they perform, the type, style and colour of clothing may be determined by the relevant unit. The Student is obliged to comply with this rule.
PART FOUR
Wages, Insurance Procedures and Responsibilities of Unit Managers
Wages, insurance and responsibilities of unit managers
ARTICLE 16- (1) The wage to be paid to the Student for one hour of work is determined at the beginning of each academic year by the University Executive Board, provided that it does not exceed one quarter of the daily gross minimum wage established for workers over sixteen (16) years of age pursuant to Labour Law no. 4857.
(2) Student wages are paid, after the work has been performed and once the monthly timesheet drawn up has been approved, once a month by the University by transfer to the bank account notified by the Student at the time of the contract.
(3) In terms of social security, the Student is deemed insured within the scope of subparagraph (a) of the first paragraph of Article 4 of the Social Insurance and Universal Health Insurance Law no. 5510, and only the provisions on occupational accident and occupational disease insurance apply to them. Insurance coverage is limited to the period of employment, and notifications regarding the termination of insurance coverage at the end of the contract are made by the Department of Human Resources.
(4) Students working on a part-time basis may not be considered workers on account of such work.
(5) Students whose part-time employment has been approved and with whom a contract has been signed are notified to the Social Security Institution by the Department of Human Resources by means of an insured employment entry declaration before they commence work.
(6) Students whose Social Security Institution registrations have not been completed may not begin work. Registration procedures are carried out within the framework of the rules established by the Institution.
(7) A personnel file is prepared by the Departmental Directorate for each student employed. All documents required to be drawn up pursuant to the relevant legislation and this Directive, together with correspondence concerning the Student, are kept in the file.
(8) Unit managers are responsible for ensuring that the forms specified in this Directive and the documents forming the basis for the payment of wages are prepared fully and correctly and submitted to the Department of Human Resources on time.
(9) Unit Managers are responsible for checking whether the Student attends work, whether they work in accordance with the provisions of the contract, and whether they complete the work assigned to them on time.
(10) The Student is obliged to notify the unit manager and the Department of Human Resources within 3 (three) days of any changes occurring in their student status, such as graduation, suspension of enrolment or renewal of enrolment.
FIFTH SECTION
Termination of the Employment Contract, Entry into Force and Execution
Termination of the contract and handover procedures
ARTICLE 17- (1) The contract terminates upon expiry of the contract period, termination of the contract by the parties, or the Student's graduation or severance of ties with the University for any reason.
(2) The contracts of students who are found not to meet the requirements sought for the employment of part-time students under the Procedures and Principles for the Employment of Part-Time Students at Higher Education Institutions and under this Directive; who are found not to comply with the working principles and the provisions of the contract, not to perform the work lawfully assigned to them or to be unsuccessful, to engage in undisciplined conduct, or to have failed to attend work for a total of 3 (three) days without a valid excuse, may be terminated unilaterally by the University at the request of the unit manager without waiting for the expiry of the contract period.
(3) Students may be recruited to fill the quotas left vacant as a result of terminated contracts, within the framework of the principles set out in this Directive.
(4) Upon leaving their employment, Students are obliged to hand over in full to the unit manager all items, tools and equipment entrusted to them.
Entry into force and execution
ARTICLE 18- (1) This Directive enters into force following the decision of the Senate and the approval of the Board of Trustees.
(2) The provisions of this Directive are executed by the Rector.
