INTER-PROGRAM TRANSFER DIRECTIVE

PART ONE
Introductory Provisions

Purpose
ARTICLE 1- (1) The purpose of this Directive is to regulate the procedures and principles to be observed by students wishing to transfer between the undergraduate programs of Istanbul Sabahattin Zaim University.

Scope
ARTICLE 2- (1) This Directive covers students wishing to transfer between the undergraduate programs of Istanbul Sabahattin Zaim University.

Legal Basis
ARTICLE 3- (1) This Directive has been prepared on the basis of subparagraph (b) of Article 44 of Higher Education Law No. 2547, the Regulation on the Principles of Transfer Between Associate and Undergraduate Degree Programs, Double Major, Minor Programs and Inter-Institutional Credit Transfer in Higher Education Institutions, and the provisions of the Istanbul Sabahattin Zaim University Undergraduate Education and Instruction Regulation.

Definitions
ARTICLE 4- (1) In this Directive;
a) CGPA: refers to the cumulative weighted grade point average,
b) ECTS: refers to the European Credit Transfer System,
c) GPA: refers to the weighted grade point average,
ç) Unit Board: refers to the boards of the Faculties affiliated with Istanbul Sabahattin Zaim University,
d) Unit: refers to the Faculties affiliated with Istanbul Sabahattin Zaim University,
e) Exchange programs: refers to student exchange and internship programs such as Erasmus, Farabi or Mevlana carried out within the framework of bilateral agreements between Istanbul Sabahattin Zaim University and a higher education institution in Turkey or abroad,
f) Dean's Office: refers to the Dean's Offices of the Faculties affiliated with Istanbul Sabahattin Zaim University,
g) DGS: refers to the Vertical Transfer Examination,
ğ) Adjustment: refers to the process of determining the semester/year in which students who have gained the right to enroll in the undergraduate programs of Istanbul Sabahattin Zaim University will continue their studies, based on the courses they have previously taken and passed at any higher education institution and for which exemption has been granted,
h) Exemption: refers to the process whereby previously taken and successfully completed courses are counted in place of certain courses included in the curriculum, based on their compatibility in terms of content, credits and ECTS,
ı) Directorate of Student Affairs: refers to the Directorate of Student Affairs of Istanbul Sabahattin Zaim University,
i) ÖSYM: refers to the Measuring, Selection and Placement Centre,
j) ÖSYS: refers to the Student Selection and Placement System,
k) Rector: refers to the Rector of Istanbul Sabahattin Zaim University,
l) Senate: refers to the Senate of Istanbul Sabahattin Zaim University,
m) University: refers to Istanbul Sabahattin Zaim University,
n) YKS: refers to the Higher Education Institutions Examination,
o) YÖK: refers to the Council of Higher Education,
shall have the meanings set out above.

PART TWO
Quotas, Application and Evaluation Principles

Quotas
ARTICLE 5- (1) Inter-program transfer quotas are decided by the relevant Faculty Boards of Management for each undergraduate program, starting from the second semester and up to and including the fifth semester, by dividing among the semesters an amount not exceeding 15% per year of the student quota foreseen in the ÖSYM Guide for each year in which a quota is announced. In calculating the 15%, figures below one are rounded up to one. If the part after the decimal point is less than five, it is rounded down to the lower whole number; if it is five or above, it is rounded up to the next whole number.
(2) Inter-program transfer quotas are calculated on the basis of the year of admission of the students in the semester for which the quota is allocated. Since the 15% calculation for the third and fourth semesters is made on the quota of the same year, the resulting quota is distributed between the relevant semesters.
(3) The quotas and transfer requirements are announced on the University's website by the Directorate of Student Affairs at least 15 days before the application date.

Application, Evaluation and Registration Calendar
ARTICLE 6- (1) The application dates for inter-program transfers are announced separately for each semester in the academic calendar of the relevant year. The evaluation, the announcement of the results and the registration dates for principal and substitute candidates are determined for each semester by the Senate upon the proposal of the relevant unit boards and are announced on the University's website.

Application Process
ARTICLE 7- (1) Inter-program transfer applications are submitted online through the Student Information System on the dates announced in the academic calendar for each semester.
(2) In applications made through the Student Information System, all documents required for the application must be uploaded to the system in full. The application process is completed once the application has been approved through the Student Information System.

Application Requirements
ARTICLE 8- (1) In order to apply for an inter-program transfer, a student must meet the following requirements;
a) The student must have studied for at least one semester in the undergraduate program in which they are registered, excluding the foreign language preparatory class,
b) The student must have taken all the courses up to the relevant semester in the eight-semester curriculum of the undergraduate program to which they wish to transfer and must have passed the common courses,
c) The student's cumulative grade point average must be at least 2.50 out of 4.00,
ç) The student must not have received a disciplinary penalty other than a reprimand,
(2) In order for a student to apply for an inter-program transfer, the central placement score they obtained in the score type valid for the undergraduate program to which they wish to transfer, as of the year in which they took the central placement examination, must not be lower than the lowest base score of the equivalent undergraduate programs at universities in Turkey (excluding the undergraduate programs of universities in the T.R.N.C.), (The success ranking of the placement score without additional points is taken into account.)
(3) Inter-program transfers may only be made to the second, third, fourth and fifth semesters.
(4) Students wishing to transfer to programs that admit students through a Special Aptitude Examination must, in addition to meeting the application requirements, also pass the aptitude examination administered by the University.
(5) A student wishing to transfer to the undergraduate programs of the Faculty of Education, the Faculty of Law or the Faculty of Engineering and Natural Sciences must have an ÖSYS success ranking in the relevant score type equal to or higher than the minimum success threshold determined by YÖK for the relevant year.
(6) In order for a student who enrolled at the University through the DGS to apply for an inter-program transfer, the undergraduate program to which they wish to transfer must be listed among the Undergraduate Programs Available for Vertical Transfer According to Associate Degree Graduation Fields published by ÖSYM in the year in which the student took the examination.
(7) Students may make an inter-program transfer only once; however, such students may return to the program in which they enrolled as a result of central placement in subsequent application periods, provided that they meet the application and admission requirements for a Lateral Transfer based on the Central Placement Score (Additional Article-1).

Admission
ARTICLE 9- (1) Applications are evaluated by a commission appointed by the relevant Dean's Office and are decided by the Faculty Board of Management.
(2) Applications are evaluated by including in the calculation the candidates' cumulative grade point average, their achievement in common courses, if any, and 40% of their ÖSYS/YKS score in the relevant score type for the year in which they enrolled at the University. In the calculations made for the inter-program transfer applications of students who enrolled through the DGS, the YKS base score for the relevant year of the undergraduate program at the University in which the student enrolled through the DGS is used.
(3) When the general achievement score is calculated, the cumulative grade point averages of all candidates are converted on the basis of our University's table of Equivalents of Grades in the 4-Point System in the 100-Point System.
(4) In the event that the number of applications exceeds the quota, starting from the candidate with the highest general achievement score, principal candidates equal to the quota and substitute candidates equal to the quota are determined and announced.
(5) In the event that candidates have equal general achievement scores, priority is given to the candidate with the higher ÖSYS/YKS score.

Objection Process
ARTICLE 10- (1) Candidates may submit a written petition of objection to the secretariat of the relevant faculty within five working days following the announcement of the application results. The petition must clearly set out the matters objected to, together with their justification.
(2) Objections are evaluated and decided by the Faculty Board of Management within ten working days at the latest. The decision is notified to the student in writing by the faculty secretariat.

PART THREE
Registration Procedures and Documents Required for Registration

Enrolment
ARTICLE 11- (1) Students who have gained the right to register through an inter-program transfer must apply to the Directorate of Student Affairs on the registration dates determined by the Senate, either in person or through a proxy appointed by a notarized power of attorney, with a wet-signed petition and the documents required for registration.
(2) In the event that principal students do not register on the announced registration dates for the inter-program transfer, substitute students must apply to the Directorate of Student Affairs on the substitute student registration dates determined by the Senate, either in person or through a proxy appointed by a notarized power of attorney, with a wet-signed petition and the documents required for registration.
(3) Candidates who fail to submit the petition and the documents required for registration in full to the Directorate of Student Affairs on the announced registration dates are deemed to have waived their right to register through an inter-program transfer and may not claim any rights in this respect.
(4) The University is authorized to take the necessary legal action against candidates who register on the basis of false declarations.

Documents Required for Registration
ARTICLE 12- (1) The documents required for an inter-program transfer are as follows:
a) Registration Petition,
b) Photocopy of identity document, (Students must have the original of their identity card with them at the time of registration.)
c) High School Diploma, (Original and Photocopy)
ç) Original Academic Record Document (Transcript),
d) Disciplinary Status Certificate,
e) Student Certificate,
f) Internet printout of the ÖSYS Results (including YKS and placement scores), (The document must bear the Result Document Verification Code)
g) Internet printout of the ÖSYS Placement Result, (The document must bear the Result Document Verification Code)
ğ) Passport photograph (four copies)
h) Foreign language proficiency certificate for candidates applying to programs with a compulsory foreign language preparatory class,
ı) For students who will enroll in the Physical Education and Sports Teaching undergraduate program, a medical report obtained from a health institution (a public or private health institution) bearing the note that there is no medical objection to their studying at the Faculty of Sport Sciences,
i) For national athletes who will enroll in the Physical Education and Sports Teaching undergraduate program, the original or a photocopy of the National Athlete Certificate issued by the federations and the Ministry of Youth and Sports of the Republic of Türkiye, (it must be signed at minimum by the relevant Director General or Deputy Director General)
(2) Registration is not completed with missing documents. Furthermore, when it emerges that individuals have registered with incorrect information or declarations, or with forged or incomplete documents, their registrations are cancelled, all rights they have acquired by virtue of that registration are annulled, and legal proceedings are initiated against those concerned.

PART FOUR
Miscellaneous and Final Provisions

Exemption and Adjustment
ARTICLE 13- (1) A student who has previously studied at any higher education institution whose equivalence is recognized by YÖK may request exemption for the courses they have taken and passed at that institution by applying to the secretariat of the relevant faculty/department with the Course Exemption Petition obtained from the Student Information System, together with certified copies of their transcript, course contents and eight-semester curriculum.
(2) The student must submit their exemption request within five working days at the latest from the date on which they registered through an inter-program transfer. Exemption requests submitted at later dates, or requests for the cancellation of exemption/adjustment procedures already carried out, are not accepted. The student's exemption request is evaluated by the adaptation commission established by the relevant dean's office/directorate and is decided by the relevant board of management, which carries out the adjustment.
(3) For students who have previously studied at any higher education institution whose equivalence is recognized by YÖK, the cumulative grade point averages and achievement grades are calculated on the basis of the courses for which exemption has been granted together with the courses taken at the University.
(4) Faculty-specific supplementary conditions may be determined for the exemption requirements upon the proposal of the relevant Unit Board and with the approval of the Senate.

Exemption Requests from the Foreign Language Preparatory Class
ARTICLE 14- (1) Students who have previously successfully completed the foreign language preparatory class of any university, or who have obtained a score at a level deemed sufficient by the University in a relevant national/international foreign language examination, must submit their exemption requests, together with a petition and its annexes, to the secretariat of the relevant faculty at the latest before the Course Registration/Advisor Approval week specified in the academic calendar.

Tuition Fee
ARTICLE 15- (1) If the central placement score of a student making an inter-program transfer in the year in which they enrolled in their previous undergraduate program is equal to or higher than the base score of the scholarship or discounted version of the undergraduate program to which they wish to transfer in the same year, the student is placed, with the relevant scholarship/discount rate, in the scholarship or discounted program corresponding to the ÖSYM score of the relevant year for the undergraduate program to which they wish to transfer at the University.
(2) The scholarships and discounts granted to a student making an inter-program transfer are valid throughout the normal period of study of the undergraduate program in which the student is registered.
(3) Students making an inter-program transfer may not benefit from other scholarships and discounts specific to their previous program (ÖSYM Scholarship, Preference Scholarship, Academic Achievement Scholarship, etc.), with the exception of the support scholarship and the sibling, spouse and staff scholarships.

Cases not covered by provisions
ARTICLE 16- (1) In cases not covered by this Directive, the provisions of the University Undergraduate Education and Instruction Regulation, the Regulation on the Principles of Transfer Between Associate and Undergraduate Degree Programs, Double Major, Minor Programs and Inter-Institutional Credit Transfer in Higher Education Institutions, and other relevant legislation apply.

Entry into force
ARTICLE 17- (1) This Directive enters into force on the date it is adopted by the Senate.

Execution
ARTICLE 18- (1) The provisions of this Directive are executed by the Rector.
