LIBRARY DIRECTIVE

PART ONE
Introductory Provisions

Purpose
ARTICLE 1- (1) This Directive has been prepared to determine the working procedures and principles of the Istanbul Sabahattin Zaim University Department of Library and Documentation, as well as the conditions for users to benefit from the libraries.

Scope
ARTICLE 2- (1) This Directive covers library services, the procedures and principles related to the use and lending of resources, and the sanctions to be applied in case of non-compliance.

Legal Basis
ARTICLE 3 – (1) This Directive has been prepared based on Article 14 of Higher Education Law No. 2547.

Definitions

ARTICLE 4 - (1) In this Directive;

a) Head of Department: The Head of the Department of Library and Documentation of Istanbul Sabahattin Zaim University,
b) Department: The Department of Library and Documentation of Istanbul Sabahattin Zaim University,
c) Resource: Any information resource available for informational use in the library, such as books, periodicals, electronic databases, DVDs, and similar materials,
ç) User: Students and staff of Istanbul Sabahattin Zaim University, and persons outside Istanbul Sabahattin Zaim University who are permitted to use the library,
d) Library: The Library of Istanbul Sabahattin Zaim University,
e) Student: Students of Istanbul Sabahattin Zaim University,
f) Staff: Academic and administrative staff working at Istanbul Sabahattin Zaim University,
g) Rector: The Rector of Istanbul Sabahattin Zaim University,
ğ) University: Istanbul Sabahattin Zaim University,
shall have the meanings set out above.

PART TWO
General Provisions

Objectives of the Library
ARTICLE 5 - (1) The Library carries out efforts to provide, organize, develop, and make available to users the information resources necessary to support the University's education and research activities.

Duties
ARTICLE 6 - (1) The duties of the Department of Library and Documentation are determined as follows:
a) Dividing tasks and preparing directives, plans, and programmes to ensure library and documentation services are carried out without interruption,
b) Carrying out efforts to bring current technologies to the library by monitoring developments in the field of librarianship,
c) Promoting Library services and providing user training in order to support scientific research,
ç) Preparing an annual work report on library and documentation activities at the end of each academic year and submitting it to the Rectorate.
d) Providing, organizing, and making available to users all kinds of resources such as books, periodicals, theses, electronic databases, DVDs, and similar materials from domestic and international sources, in order to meet the information and document needs required for education and research,
e) Preparing and submitting to the Rectorate the necessary budget draft each year for books, periodicals, equipment, and similar resources to be procured domestically and internationally, by following the publishing world and taking into account requests made directly to the Library,
f) Providing internship and practical training opportunities for students receiving librarianship education at higher education institutions, upon request,
g) Carrying out the work required by other library and documentation services within its area of duty, in accordance with this Directive.

Building the library collection
ARTICLE 7 - (1) The library collection consists of books, periodicals, theses, electronic databases, CDs, DVDs, and similar resources. Purchase, donation, and exchange methods are used to build the collection.
a) The selection of resources to be included in the library collection is carried out through the joint work of academic staff and librarians.
b) The Department evaluates resource requests from academic units or users.
c) Donations made to the library by individuals or institutions are evaluated within the framework of the Library Donation Instruction.
ç) Publication exchanges may be carried out with institutions deemed appropriate by the University. The University's publications or surplus resources held in the library may be used in exchange for publications requested from institutions.

Usage Rules and Responsibility

ARTICLE 8- (1) Users may benefit from library services within the framework of the following rules.
a) Library resources may not be removed without permission.
b) University students and staff are natural members of the library and may benefit from the services offered by the Library in accordance with their intended use.
c) Academics and graduate students from other higher education institutions may benefit from Library services by presenting a current identity document from their institution, subject to approval. However, borrowing resources by these persons is only possible through their own institution's library.
ç) Requests to use the Library from persons outside the institution are evaluated by the Department.
d) Academic staff may borrow up to 20 books for a period not exceeding two months, graduate students may borrow up to 15 books for a period not exceeding one month, and undergraduate students and administrative staff may borrow up to 10 books for a period not exceeding 15 days. The book lending period may be extended twice, provided that the book has not been requested by another user.

e) The following books are not lent out.

· Encyclopedias, dictionaries, atlases, and similar reference resources

· Periodicals,

· Graduate theses,

· Manuscripts and rare printed works,

· Maps, slides, and musical scores,

· Books designated as course resources by faculty members.

- Resources that the Department Directorate does not deem appropriate for removal from the Library.

f) If a student or staff member being cleared for departure has any Library book custody, book fee, or late fee outstanding, clearance approval will not be granted.
g) No further resources will be lent to individuals who have failed to return borrowed resources after the due date and who have an outstanding Library book custody, book fee, or late fee.

Late Fees and Compensation

ARTICLE 9 - (1) For a Library resource that has been damaged beyond repair or lost, the borrower is required to provide an identical copy or a new edition of the resource. If it is not possible to obtain an identical or new copy, the borrower is charged an amount equal to the resource's market value plus 50%. If a borrowed resource is not returned within the period specified in the second reminder notice, it is treated as lost.

(2) Fees collected for resources returned late or lost are recorded as University revenue.

(3) The daily late fee applied to users who fail to return borrowed resources on time is determined by the University Board of Directors.

Valuation Committee

ARTICLE 10 - (1) A Valuation Committee is established in the event of a dispute between the Library and the borrower regarding the value of a resource borrowed from the library that has been lost or damaged beyond repair. The Committee consists of two faculty members, one of whom is appointed by the Rector as committee chair, and the Department Head. The Committee's rapporteur duties are carried out by the Department Head.

(2) The Valuation Committee determines the market value of the lost resource by conducting the necessary market research.

PART THREE
Miscellaneous and Final Provisions

Cases Not Covered by These Principles
ARTICLE 11- (1) In cases not covered by this Directive, the provisions of Higher Education Law No. 2547 and other relevant legislation shall apply.

Entry into force
ARTICLE 12- (1) This Directive enters into force upon approval by the Senate and the University Board of Trustees.

Execution
ARTICLE 13- (1) The provisions of this Directive are executed by the Rector.
