ISTANBUL SABAHATTIN ZAIM UNIVERSITY
DIRECTIVE ON THE STUDENT QUALITY COMMISSION

PART ONE
Introductory Provisions

 

Purpose and Scope

ARTICLE 1- (1) This Directive has been prepared for the purpose of regulating the procedures and principles concerning the establishment, duties, powers and responsibilities of the Student Quality Commission of Istanbul Sabahattin Zaim University.

Legal Basis
ARTICLE 2- (1) This Directive has been prepared on the basis of the Regulation on Higher Education Quality Assurance and the Higher Education Quality Council, published in the Official Gazette no. 30604 dated 23 November 2018.

Definitions
ARTICLE 3- (1) In this Directive;

a) Student Quality Ambassador refers to the higher education students who are members of the Student Quality Commission,
b) Rector refers to the Rector of Istanbul Sabahattin Zaim University,
c) Senate refers to the Senate of Istanbul Sabahattin Zaim University,
ç) University Quality Commission refers to the commission to which the Student Quality Commission is affiliated, composed of academic and administrative staff designated by the Senate of Istanbul Sabahattin Zaim University,
d) University Student Quality Commission refers to the Commission composed of University Student Quality Ambassadors who carry out activities, in line with the aims and objectives of the Quality Commission, to ensure student participation in quality assurance processes in higher education and to disseminate a culture of quality,
e) University refers to Istanbul Sabahattin Zaim University,

shall have the meanings set out above.

PART TWO
Qualifications Sought in University Student Quality Ambassadors

 

Required Qualifications

ARTICLE 4- (1) The principal qualifications that University Student Quality Ambassadors must possess are as follows:

a) Being an actively enrolled student in one of our University's undergraduate, master's or doctoral programmes,
b) For undergraduate students in four-year programmes, being a second- or third-year student,
c) For graduate students, being an actively enrolled student,
ç) Having a cumulative grade point average of 2.00 or above out of 4.00,
d) Having received no disciplinary penalty,
e) Having no criminal record,
f) Possessing qualities such as an interest in quality assurance work in higher education and involvement in social responsibility projects and voluntary activities.

 

Formation and operating principles of the University Student Quality Commission

ARTICLE 5- (1) The Chair and members of the University Student Quality Commission;
a) The Chair of the University Student Quality Commission is appointed by our University's Quality Commission,
b) The student elected as Quality Representative is a natural member of the Commission.
c) From among the Institute and Faculty students who meet the qualifications set out in Article 4;
ç) It is composed of the member selected by the Disabled Students Unit of Istanbul Sabahattin Zaim University.
d) At least one member as the Disabled Student Representative,
e) At least one member as the International Student Representative, selected by the International Relations Unit of Istanbul Sabahattin Zaim University with due regard to geographical distribution,
f) At least one member selected as the Quality Club Representative,
g) A total of 8 members, comprising one person selected from each faculty as Quality Ambassador to represent their faculty from among the students of Istanbul Sabahattin Zaim University,
ğ) At least 1 member selected as Quality Ambassador from among the Institute students of Istanbul Sabahattin Zaim University
h) The members of the University Student Quality Commission are designated according to the calendar to be drawn up by the Quality Coordination Unit and serve for a period of one year. A new member is appointed by the same procedure to replace a member whose term of office has expired or whose membership has ended for any reason.
ı) The University Student Quality Commission convenes at least once each semester with an absolute majority, and decisions are taken by an absolute majority of those attending the meeting. In the event of a tie, the decision is deemed to have been taken in favour of the Chair's vote.

Duties and responsibilities of the University Student Quality Commission

ARTICLE 6- (1) The duties of the Commission are as follows:
a) To support the University's continuous improvement and development activities, the development of a student-centred education system, the enhancement of student satisfaction and the realisation of the matters set out in the University's quality policy, and to carry out preliminary assessments of requests received from students and identify proposals for improvement,
b) To determine the Commission's annual activity targets and to prepare an activity report on the work carried out by the Commission during the relevant year,
c) To carry out activities aimed at ensuring that a culture of quality is internalised by students at our University and at increasing their participation in quality assurance processes,
ç) To carry out activities involving student participation at national and international level in relation to quality.

Duties and responsibilities of the Chair of the University Student Quality Commission

ARTICLE 7- (1) The duties of the Chair are as follows;
a) To report the recommendatory decisions taken by the University Student Quality Commission and submit them to the University Quality Commission,
b) To present to the University Student Quality Commission the matters expected to be discussed by the University Quality Commission,
c) To determine the agenda, date and time of the University Student Quality Commission meetings and to notify the members and the Quality Commission accordingly,
ç) To chair the meetings of the University Student Quality Commission and to carry out the necessary procedures regarding the matters placed on the agenda,
d) To represent the University Student Quality Commission on national and international student platforms concerned with quality.
e) To select a Vice-Chair who can act on their behalf and carry out the work of the Student Quality Commission in cases where they are unable to represent the University Student Quality Commission, and to notify the Quality Commission accordingly,


PART THREE
Miscellaneous and Final Provisions

Entry into force
ARTICLE 8- (1) This Directive enters into force on the date it is adopted by the University Senate.

Execution
ARTICLE 9- (1) The provisions of this Directive are executed by the Rector.
