PART ONE

Introductory Provisions

Purpose

ARTICLE 1- (1) The purpose of these Procedures and Principles is to regulate the procedures and principles for the Pedagogical Formation Training to be conducted by the Pedagogical Formation Unit of the Istanbul Sabahattin Zaim University Faculty of Education, for candidates who are enrolled in or have graduated from Council of Higher Education programs listed in the annex to the Board of Education's decision dated February 20, 2014 and numbered 9, as well as for candidates who have graduated from higher education institutions abroad whose equivalency has been approved by the Council of Higher Education and who meet the specified conditions.

Scope

ARTICLE 2- (1) These Procedures and Principles cover the administrative, financial, and academic matters related to the organization and implementation of Pedagogical Formation Training for Istanbul Sabahattin Zaim University students enrolled in formal education programs listed in the annex to the decision of the Ministry of National Education Board of Education dated February 20, 2014 and numbered 09, in accordance with the letter of the Council of Higher Education dated January 2, 2023 and numbered 260.

Basis

ARTICLE 3- (1) These Procedures and Principles have been prepared based on the letter of the Council of Higher Education dated January 2, 2023 and numbered 260, and on the Framework Procedures and Principles Regarding the Pedagogical Formation Training Certificate Program to be implemented by authorized universities, in accordance with the decisions taken at the General Assembly of the Council of Higher Education meeting dated December 29, 2022.

Definitions

ARTICLE 4- (1) As used in these Procedures and Principles:

a) Candidate: Students of the relevant undergraduate programs of Istanbul Sabahattin Zaim University who apply for Pedagogical Formation Training,

b) AGNO: The weighted overall grade point average,

c) AKTS: The European Credit Transfer System,

ç) Field Educator: A faculty member who has earned a doctorate and/or associate professorship in the education and teaching of the relevant scientific field (physics education, chemistry education, biology education, mathematics education, history education, religious education, etc.) and/or who has supervised theses, carried out projects, and produced academic publications related to the education of the relevant field,

d) Field Faculty: The faculties of Istanbul Sabahattin Zaim University that provide undergraduate education in the fields listed in the annex to the decision of the Ministry of National Education Board of Education dated February 20, 2014 and numbered 9, as well as in the Official Gazette of Communiqués dated August 2014 and numbered 2683,

e) Field: The undergraduate programs of Istanbul Sabahattin Zaim University that accept students and constitute a source for teaching, as listed in the annex to the decision of the Board of Education dated February 20, 2014 and numbered 9, as well as in the Official Gazette of Communiqués dated August 2014 and numbered 2683,

f) ANO: The weighted grade point average,

g) Department: The Department of Educational Sciences,

ğ) Courses: The courses included in the Pedagogical Formation Training,

h) Faculty Administrative Board: The Administrative Board of the Istanbul Sabahattin Zaim University Faculty of Education,

ı) MEB: The Ministry of National Education,

i) Professional Knowledge Courses: The common vocational courses related to the teaching profession across all teaching fields,

j) Student: Students enrolled in the Pedagogical Formation Training,

k) TTKB: The Board of Education,

l) University: Istanbul Sabahattin Zaim University,

m) YÖK: The Council of Higher Education,

shall have the meanings given above.

PART TWO

Pedagogical Formation Unit, Duties, Application and Quotas

Pedagogical Formation Unit

ARTICLE 5- (1) The academic, administrative, and financial affairs related to the program are carried out by the Pedagogical Formation Unit established by the Rectorate. This unit consists of the Dean of the Faculty of Education and the Head of the Department of Educational Sciences, chaired by a Vice Rector. The secretarial affairs of the unit are carried out by the Dean's Office.

Duties of the Pedagogical Formation Unit

ARTICLE 6- (1) To prepare the academic calendar and weekly course schedules of the Pedagogical Formation Program, to determine the implementation principles of the program, to monitor implementations, to develop strategies, and to evaluate the programs.

(2) To determine the course schedules of the faculty members who will teach the courses, in cooperation with other units.

(3) To ensure that the program is carried out in an orderly manner by establishing cooperation among the relevant units and individuals.

(4) To prepare and implement examination schedules.

(5) To ensure coordination in determining the schools affiliated with the Ministry of National Education where teaching practice will take place, and the students who will attend the practice.

(6) To apply to the Dean's Office in order to obtain the necessary permits from the Governorship and the Provincial Directorate of National Education regarding practical courses.

(7) To assign advisory faculty members and mentor teachers to schools and student groups.

Application for Pedagogical Formation Training

ARTICLE 7- (1) In order for a student to apply for pedagogical formation training, they must have successfully completed the compulsory and elective courses in the curriculum of the undergraduate program in which they are enrolled up to the semester of application, and their AGNO must be at least 2.00 out of 4.00. Among students with equal AGNO, priority is given to the one with the higher central placement score in the relevant score type.

Pedagogical Formation Training quotas

ARTICLE 8- (1) The student quota for enrollment in Pedagogical Formation Training is determined by taking into account the number of certified field teachers in schools affiliated with the MEB in the province of Istanbul, related to the field of each undergraduate program. The departments eligible to apply for Pedagogical Formation Training and their quotas are listed below:

  1. Faculty of Humanities and Social Sciences

    1. Sociology (30% English): 12 students,

    2. Psychology: 12 students,

    3. Psychology (English): 12 students,

    4. History: 12 students,

    5. Turkish Language and Literature: 12 students,

    6. Visual Communication Design: 12 students,

  2. Faculty of Health Sciences

  3. Nursing: 6 students,

  4. Nutrition and Dietetics: 6 students,

  5. Health Management: 6 students,

  6. Social Work: 6 students.

PART THREE

Pedagogical Formation Training Courses and Teaching Practice

Pedagogical Formation Training courses

ARTICLE 9- (1) In accordance with the decision taken at the YÖK meeting dated December 29, 2022, undergraduate students studying at the University in the fields listed in the annex to the MEB TTKB decision dated February 20, 2014 and numbered 9 on "Teaching Fields, Appointment, and Course Delivery Principles" may, upon request, take pedagogical formation courses during their studies.

(2) The Pedagogical Formation Training courses are shown in Annex-1. The conduct, examination, practice, and other procedures of the courses are carried out in accordance with the relevant provisions of the Istanbul Sabahattin Zaim University Undergraduate Education and Examination Regulation.

(3) The Pedagogical Formation Training courses consist of a total of 40 ECTS. A student enrolled in a four-year undergraduate program who takes this training earns a total of at least 280 ECTS, consisting of 240 + 40 ECTS.

(4) The courses are defined as optional courses, in addition to the elective courses in the curriculum, starting from the 3rd semester of the undergraduate programs.

(5) In programs with a four-year undergraduate education period that are eligible for formation training, the total ECTS, including the formation courses, must be below 300.

(6) When selecting courses, the optional courses offered under the Pedagogical Formation Training that have a compulsory attendance requirement must not conflict with the courses in the student's undergraduate program.

(7) The Pedagogical Formation Unit may make the necessary arrangements (splitting or merging groups, etc.) regarding the number of groups, days, and hours of the courses to be offered, taking into account the number of students selecting the courses, physical capacity, and the number of faculty members.

(8) Students who select the pedagogical formation courses offered during the relevant course registration period in the Student Information System and finalize their course registration are deemed to have requested to take these courses.

(9) The optional courses taken under the Pedagogical Formation Training are shown on the student's transcript, and the grades received in these courses are included in the student's ANO and AGNO on the transcript.

Teaching Practice course

ARTICLE 10- (1) In order to take the 'Teaching Practice' course among the optional courses offered under pedagogical formation, students must have successfully completed half of the other optional courses. The Teaching Practice course is conducted in schools (practice training institutions) affiliated with the MEB in the province of Istanbul that have a certified field teacher in the undergraduate field in which the student is enrolled.

(2) For the Teaching Practice course, students are sent to practice training institutions for 12 weeks, in Istanbul, preferably in the Küçükçekmece district. The day and time of the teaching practice course are arranged according to the schedule of the practice schools and the course schedule of the practice teacher. The practice student is required to comply with the arrangement made through the cooperation of the practice school and the faculty. No change can be made in this regard at the student's request.

(3) Students are required to attend the Teaching Practice course 100%. Medical reports and similar justifications do not remove the attendance obligation.

(4) In cases where the Teaching Practice course cannot be taken by students enrolled in the relevant undergraduate program in a given semester due to the unavailability of a practice teacher, this course may also be offered in subsequent terms.

(5) For the coordination of the optional courses offered under pedagogical formation training, each relevant faculty appoints a vice dean as the faculty representative.

(6) The faculty representative carries out the requirements of the teaching practice course (determining practice schools in coordination with the Provincial Directorate of National Education, matching students with practice faculty members, practice schools, and practice teachers, etc.) under the Faculty of Education Teaching Practice Coordinator.

(7) The faculty member who will teach the Special Teaching Methods and Instructional Technologies courses must have earned their doctorate or associate professorship in the field of curriculum and instruction.

(8) The duration of the pedagogical formation training program is six semesters. Courses may be distributed across the six semesters and offered in the Fall and Spring terms. No course that is not listed in Annex 1 may be offered in the program.

Conduct of examinations

ARTICLE 11- (1) The midterm and final examinations of the courses offered under pedagogical formation are administered by the faculty members teaching the courses, under the coordination of the Pedagogical Formation Unit. The relevant faculties assign a sufficient number of invigilators for the examinations.

PART FOUR

Miscellaneous and Final Provisions

Exemption

ARTICLE 12- (1) Students may not request exemption for pedagogical formation courses they have previously taken in certificate, associate degree, undergraduate, or graduate programs at other higher education institutions.

Success

ARTICLE 13- (1) In accordance with the provisions of the Istanbul Sabahattin Zaim University Undergraduate Education and Examination Regulation, the note "Has completed pedagogical formation training" is written on the back of the undergraduate diplomas of those who have successfully completed all Pedagogical Formation Training courses.

Tuition fee

ARTICLE 14- (1) Students admitted to the Pedagogical Formation Training do not pay fees for the courses they take under the Pedagogical Formation Training for as long as they continue their studies in their primary major program.

(2) Students who have earned the right to graduate from their primary major program but have not been able to successfully complete the Pedagogical Formation Training may continue to take the courses offered under the pedagogical formation training, limited to the maximum period of study of the primary major program; however, these students pay the ECTS credit fee for the courses they enroll in during subsequent semesters.

Cases not covered by these provisions

ARTICLE 15- (1) Matters not covered by this Directive are decided by the Senate.

Execution

ARTICLE 16- (1) The provisions of this Directive are executed by the Rector.

Entry into force

ARTICLE 17- (1) This Directive enters into force in the 2023-2024 academic year.
