Open Access Policy for Publications and Research Data

Introduction

  1. Istanbul Sabahattin Zaim University is committed to contributing to the advancement of science and technology, and to the wide dissemination of knowledge for the benefit of society and all external stakeholders, by adopting open, reproducible, and reliable research outputs and practices.

  2. Istanbul Sabahattin Zaim University adopts "openness" as one of its guiding principles, and is committed to developing this principle further by encouraging and supporting tools and research processes that enable new working models and new social relationships, promote collaboration and the dissemination of knowledge, enhance the accessibility and reusability of research outputs, encourage open access to publications and data, and build the infrastructure necessary to support open science.

  3. Open science makes research more transparent, rigorous, and efficient; it fosters innovation and public participation. Istanbul Sabahattin Zaim University believes that all publicly funded research and research data should be made freely available to the public and to researchers around the world.

Scope and Effect of the Policy

This Policy applies to all researchers active at Istanbul Sabahattin Zaim University. Where research is funded by third parties, any agreement made with the parties concerning access rights, storage, and retention takes precedence over this Policy.

This Policy has been approved by the Istanbul Sabahattin Zaim University Senate and enters into force as of 28/05/2019.

Rights, Responsibilities, and Duties

Istanbul Sabahattin Zaim University is responsible for:

  1. Providing the infrastructure and funding necessary to achieve the transition to Open Access/Open Science, and supporting and strengthening this transition through training, education, and awareness-raising activities targeting researchers and all other staff. Contributing to making the acquisition of Open Science skills an integral part of the professional training and career development offered to researchers.

  2. Ensuring the mandatory use of unique identifiers (such as DOIs, ORCID, or others).

  3. Appointing a Data Manager responsible for all matters related to data compliant with National and European Union legislation, including but not limited to matters related to the development of Data Management Plans.

  4. Providing and developing mechanisms and services for the long-term preservation, protection, recording, storage, and distribution of data and other records, as well as appropriate guidance for researchers.

  5. Embedding Open Science practices in improving research assessment and evaluation criteria, going beyond providing open access to publications and data, such as participation in citizen science projects, experience with open peer review, or the use of Open Educational Resources.

  6. Monitoring the content of the academic repository using statistics provided by the system, and tracking policy compliance.

  7. Ensuring that the institution's academic repository and other research infrastructures comply with the FAIR data principles (Findable, Accessible, Interoperable, Reusable) and the certification requirements related to the technical specifications of the European Open Science Cloud.

  8. Having an Open License policy for publishing content and data.

Researchers are responsible for:

  1. Managing publications, data, and educational resources in accordance with the principles and requirements specified in this Policy.

  2. In the absence of any agreement with priority third parties, complying with organizational, regulatory, institutional, and other contractual legal obligations related to the production, processing, storage, management, and distribution of publications and data.

  3. Ensuring that the principles governing the processing of data (in accordance with the current Policy and the requirements of funders) are included in a Data Management Plan.

Open Access to Publications

  1. Requires researchers to deposit in the academic repository, before or after publication, a machine-readable electronic copy of the full text (the published article or its peer-reviewed version prior to publication) as well as the relevant metadata. Researchers are responsible for the timely deposit of their publications in the academic repository. This also applies when publications are published in open access (Gold Open Access).

  2. In the case of "Green Open Access," Istanbul Sabahattin Zaim University requires that the full texts of all publications mentioned in Article 1 be made accessible under a standard open license within a maximum of 6 months (or 12 months for publications in the social sciences and humanities). Monographs must be deposited in the academic repository, but access remains closed until the publisher's embargo period ends.

  3. In order to increase the visibility of "closed" publications, the publication's metadata must be openly accessible.

  4. Istanbul Sabahattin Zaim University members may deposit works prepared in collaboration with multiple authors from multiple institutions in the Istanbul Sabahattin Zaim University Academic Repository. In multi-author works produced by more than one Istanbul Sabahattin Zaim University member, the source is deposited by the corresponding author.

  5. When evaluating the publications of its members, whether individually or institutionally, Istanbul Sabahattin Zaim University only considers publications whose metadata and full texts have been deposited in the academic repository in accordance with the requirements specified above.

  6. Encourages its members to retain copyright ownership and to license publishers only the rights necessary for publication. This is possible by using an addendum to the publishing agreement.   7. Encourages researchers to deposit publications they wrote before the effective date of the current policy in the academic repository and to make these publications openly accessible as soon as possible.

Open Access to Research Data

  1. Istanbul Sabahattin Zaim University requires researchers to deposit the research data necessary to verify the results presented in scientific publications in a suitable repository that meets international standards.

  2. Istanbul Sabahattin Zaim University requires that data and services be handled in accordance with open and FAIR principles. Data must also be traceable and usable wherever possible.

  3. The Istanbul Sabahattin Zaim University Research Ecosystem adheres to the principle of "as open as possible, as closed as necessary." If data is not open for legal, privacy, or other relevant reasons (e.g., sensitive data or personal data), this must be clearly explained. Metadata that enables the data to be found is provided in all cases.

  4. Istanbul Sabahattin Zaim University encourages the acceptance of Open Science Cloud requirements for monitoring Open Science resources.

  5. Requires researchers to submit an appropriate Data Management Plan for every research activity in which they participate.

  6. Defines the post-project usage rights of Istanbul Sabahattin Zaim University researchers by determining appropriate licenses.

  7. The minimum archiving period for Istanbul Sabahattin Zaim University research data is 10 years from the assignment of a persistent identifier. Where these records are deleted or destroyed after the expiration of the required archiving period, or for legal or ethical reasons, all legal and ethical perspectives regarding such actions must be taken into consideration.

Open Science

Istanbul Sabahattin Zaim University actively promotes the adoption of Open Science practices (beyond open access to publications and data), such as participation in citizen science projects, the use of open peer review, the use of open educational resources, and the release of data and content under open, standard open licenses, and follows their development.

Infrastructure

  1. Istanbul Sabahattin Zaim University meets approved quality standards (OpenAIRE-compliant, meeting FAIR principles) and is connected to the European Open Science Cloud.

  2. Istanbul Sabahattin Zaim University ensures that records are interoperable with suitable repositories meeting international standards and through the OpenAIRE Metadata Schema.

Research Assessment and Measurement

  1. Commits to developing, in collaboration with funding organizations and other relevant units, a research assessment framework that promotes research quality and Open Science behaviors and practices, by monitoring relevant developments in Europe and the work of the European Open Science Policy Platform. Takes into account the impact on researchers from different disciplines and at different career stages.

  2. Commits to establishing reward mechanisms for researchers who use Open Science practices (for example, sharing preliminary results through open platforms, using open software and other tools, participating in open collaborative projects (citizen science), etc.).

Training

  1. The Istanbul Sabahattin Zaim University Library/Information Center coordinates training courses, in collaboration with departments and other relevant institutions (such as legal services, research support staff, Data Management Plan experts), to facilitate the adoption of open science and to provide researchers, librarians, and other support staff with the necessary skills and expertise. Such training courses cover the skills required for open access publishing, open data, data management, research data, and research ethics.

  2. Training is offered to researchers at all career stages, taking different disciplines into account, and is incorporated into the curriculum.

  3. Appropriate funding is provided for these activities, and synergies with funding organizations and other stakeholders are explored for this purpose.

Validity of the Policy

This policy will be reviewed and updated every 2 years by the Istanbul Sabahattin Zaim University Senate. The Rectorate of Istanbul Sabahattin Zaim University will be responsible for the implementation of this policy, and will act as the executive body in resolving disputes that may arise and in matters concerning changes that may be made to the policy, when necessary

 

as needed. The section of this policy relating to research data will be implemented on a pilot basis for two years from the effective date of the Open Science Policy.

The Rectorate of Istanbul Sabahattin Zaim University will take the lead in establishing an Open Science Committee and will serve as its executive body.

The Istanbul Sabahattin Zaim University Open Science Committee shall consist of:

  • The Rector or the Vice Rector appointed by the Rector

  • Faculty Deans or their Representatives

  • Institute Directors

  • and the Head of the Istanbul Sabahattin Zaim University Department of Library and Documentation. The Committee will be responsible for revising the policy when it deems necessary.

Suggestions and opinions shall be submitted to the Rectorate of Istanbul Sabahattin Zaim University.

APPENDIX: Definitions

Open Peer Review: Defined as a scholarly review mechanism in which both the reviewer and the author are aware of each other's identities throughout the review and publication process.

Open Science: The practice of science in a manner where publications, research data, laboratory notes, and other research processes are freely accessible, under conditions that permit the reuse, distribution, and reproduction of the research, and in a way that allows other researchers to collaborate and contribute.

Open Educational Resources: According to the OECD, these are "teaching, learning, and research materials that use open licenses permitting free reuse and continuous improvement by others for educational purposes."

Open Access: The state in which scientific literature is accessible, readable, savable, copyable, printable, searchable, linkable to the full text, indexable, transferable as data to software, and usable for any lawful purpose via the internet, without financial, legal, or technical barriers.

  • Gold Road Open Access: This is when the works of researchers published in academic journals are open access through the publishing journal from the moment of publication.

  • Green Road Open Access: This is when a copy of the accepted version of researchers' works published in academic journals is made open access in open repositories.

Open Data: Data that can be freely used, reused, and distributed by anyone, free of charge, without being subject to any copyright, patent, or other control mechanisms.

Academic Works: Refers to all works arising from the research, funding received, and creative activities of Istanbul Sabahattin Zaim University members.

Academic Repositories and Subject Repositories: Systems that collect, organize, and archive over the long term the publications, data, and other intellectual outputs (theses, course materials, working papers, etc.) produced from publicly funded scientific research.

Research: Defined as any creative and systematic work undertaken with the aim of advancing knowledge.

Research Data: Data used to verify the results presented in scientific publications (e.g., statistics, experimental results, measurements, observations, interview records, images, etc.), or other data used during a project and described in the Data Management Plan.

Researcher: Defined as any member of Istanbul Sabahattin Zaim University's research staff at any level, including employees and doctoral students, regardless of their employment status.

European Open Science Cloud (EOSC): A project, the details of which were announced by the European Commission in April 2018, that aims to collect the data "embedded" in academic journals and books belonging to 1.7 million researchers and 70 million science and technology professionals across the European Union, and to make this data available for use by everyone.

Storage: All actions required to ensure continuous access to digital materials whenever needed.

DOI (Digital Object Identifier): Identifiers that identify a piece of intellectual property, or a part of it, existing in an online environment. https://www.doi.org/

FAIR Principles: An acronym used in research data management or in any initiative related to the European Open Science Cloud. It is based on the principles of data being Findable, Accessible, Interoperable, and Reusable. https://www.go-fair.org/fair- principles/

Istanbul Sabahattin Zaim University Academic Repository System: The repository that provides open access to the publications and research data of Istanbul Sabahattin Zaim University researchers. It is stored via the Istanbul Sabahattin Zaim University Academic Repository software.

Istanbul Sabahattin Zaim University Member: Istanbul Sabahattin Zaim University academics, staff, and students are referred to as "Istanbul Sabahattin Zaim University Members."

OpenAIRE: The OpenAIRE Project, in which the Izmir Institute of Technology Department of Library and Documentation is a partner, is a technical open access infrastructure project that, in line with the European Commission's open science goals, enables access to scientific publication outputs, open research data, and research information, allows data to be analyzed, and offers various services to content providers. www.openaire.eu

ORCID (Open Researcher and Contributor ID): An alphanumeric code used to uniquely identify scientists and academic authorities. https://orcid.org/

Copyright: All the moral and economic rights that a person legally holds over the products they create through any kind of intellectual effort.

Suitable Repository: A repository that meets quality standards such as the FAIR Principles, OpenAIRE compliance, and the CoreTrust Seal.

Metadata: A data set that describes an information source. In other words, structured, descriptive information related to the discovery, identification, use, and management of digital information and information sources.

Data Management Plan: A tool that shows how researchers will fulfill their responsibilities regarding research data quality, data sharing, and data security.

Publication: Defined as the peer-reviewed published (or forthcoming) works of researchers at the institution.
