LIBRARY DIRECTIVE

PART ONE
Introductory Provisions

Purpose
ARTICLE 1- (1) This Directive has been prepared to determine the working procedures and principles of the Istanbul Sabahattin Zaim University Department of Library and Documentation, as well as the conditions for users to benefit from the libraries.

Scope
ARTICLE 2- (1) This Directive covers library services, the procedures and principles related to the use and lending of resources, and the sanctions to be applied in case of non-compliance.

Basis
ARTICLE 3 – (1) This Directive has been prepared on the basis of Article 14 of Higher Education Law No. 2547.

Definitions

ARTICLE 4 - (1) In this Directive;

a) Director of the Department refers to the Director of the Department of Library and Documentation of Istanbul Sabahattin Zaim University,
b) Department refers to the Department of Library and Documentation of Istanbul Sabahattin Zaim University,
c) Resource refers to any information resource that can be used for information purposes in the library, such as books, periodicals, electronic databases, DVDs and the like,
ç) User refers to students and staff of Istanbul Sabahattin Zaim University and persons from outside Istanbul Sabahattin Zaim University who are permitted to use the library,
d) Library refers to the Library of Istanbul Sabahattin Zaim University,
e) Student refers to the students of Istanbul Sabahattin Zaim University,
f) Staff refers to the academic and administrative personnel working at Istanbul Sabahattin Zaim University,
g) Rector refers to the Rector of Istanbul Sabahattin Zaim University,
ğ) University refers to Istanbul Sabahattin Zaim University,
shall have the meanings set out above.

PART TWO
General Provisions

Objectives of the Library
ARTICLE 5 - (1) The Library carries out efforts to provide, organize, develop, and make available to users the information resources necessary to support the University's education and research activities.

Duties
ARTICLE 6 - (1) The duties of the Department of Library and Documentation are set out below:
a) To organize the division of work and to prepare directives, plans and programs so that library and documentation services can be carried out without interruption,
b) To follow developments in the field of librarianship and to work towards introducing current technologies into the library,
c) To promote library services and provide user training in order to support scientific research,
ç) To prepare an annual activity report on library and documentation activities at the end of each academic year and submit it to the Rectorate.
d) To obtain, organize and make available to users books, periodicals, theses, electronic databases, DVDs and all other resources from Türkiye and abroad in order to meet the information and documentation needs of teaching and research,
e) To follow the publishing world and, also taking into account requests made directly to the Library, to prepare and submit to the Rectorate the draft budget required each year for books, periodicals, tools, equipment and similar resources to be procured from Türkiye and abroad,
f) To provide internship and practical training opportunities, upon request, for students studying librarianship at higher education institutions,
g) Carrying out the work required by other library and documentation services within its area of duty, in accordance with this Directive.

Building the library collection
ARTICLE 7 - (1) The library collection consists of books, periodicals, theses, electronic databases, CDs, DVDs and similar resources. Purchase, donation and exchange methods are used to build the collection.
a) The selection of the resources to be included in the library collection is carried out jointly by the academic staff and the librarians.
b) The Department evaluates the resource requests of academic units or users.
c) Donations made to the library by individuals or institutions are evaluated within the framework of the Library Donation Instruction.
ç) Publication exchanges may be carried out with institutions deemed appropriate by the University. The University's publications or surplus resources held in the library may be used in exchange for publications requested from institutions.

Usage Rules and Responsibility

ARTICLE 8- (1) Users may benefit from library services within the framework of the following rules.
a) Library resources may not be taken out of the library without permission.
b) University students and staff are natural members of the library and may benefit from the services offered by the Library in line with their intended use.
c) Academic staff and graduate students of other higher education institutions may benefit from Library services, where deemed appropriate, by presenting valid identity documents from their institution. However, these individuals may borrow resources only through the library of their own institution.
ç) Requests from individuals outside the institution to use the Library are evaluated by the Department.
d) Academic staff may borrow a maximum of 20 books for a period not exceeding two months, graduate students a maximum of 15 books for a period not exceeding one month, and undergraduate students and administrative staff a maximum of 10 books for a period not exceeding 15 days. The loan period may be extended twice, provided that the book has not been requested by another user.

e) The following books are not lent out.

· Encyclopedias, dictionaries, atlases, and similar reference resources

· Periodicals,

· Graduate theses,

· Manuscripts and rare printed works,

· Maps, slides, and musical scores,

· Books designated as course resources by faculty members.

- Resources that the Department Directorate does not deem appropriate for removal from the Library.

f) Clearance is not granted to a student or member of staff leaving the institution if they have books charged to them, or outstanding book or overdue fees owed to the Library.
g) No further resources will be lent to individuals who have failed to return borrowed resources after the due date and who have an outstanding Library book custody, book fee, or late fee.

Late Fees and Compensation

ARTICLE 9 - (1) For a Library resource that has been damaged beyond repair or lost, the borrower is required to provide an identical copy or a new edition of the resource. If it is not possible to obtain an identical or new copy, the borrower is charged an amount equal to the resource's market value plus 50%. If a borrowed resource is not returned within the period specified in the second reminder notice, it is treated as lost.

(2) Fees collected for resources returned late or lost are recorded as University revenue.

(3) The daily late fee applied to users who fail to return borrowed resources on time is determined by the University Board of Directors.

Valuation Committee

ARTICLE 10 - (1) The Valuation Commission is established in the event of a disagreement between the Library and the borrower regarding the value of a resource that has been borrowed and lost or damaged beyond repair. The Commission consists of two faculty members to be appointed by the Rector, one of whom acts as chair of the commission, and the Director of the Department. The Director of the Department acts as rapporteur of the Commission.

(2) The Valuation Committee determines the market value of the lost resource by conducting the necessary market research.

PART THREE
Miscellaneous and Final Provisions

Cases Not Covered
ARTICLE 11- (1) In cases not covered by this Directive, the provisions of Higher Education Law No. 2547 and other relevant legislation shall apply.

Entry into Force
ARTICLE 12- (1) This Directive enters into force upon approval by the Senate and the University Board of Trustees.

Execution
ARTICLE 13- (1) The provisions of this Directive are executed by the Rector.
