Course Objective

The aim of the course is to provide participants with an environment to analyze and discuss public finance concepts and theories; It aims to evaluate the state's intervention in the economy by determining public needs and to reveal the financial instruments it will use, to determine the general economic effects of fiscal instruments, and to analyze the environment in which fiscal policy instruments are used to ensure stability in the economy.

Course Content

Definition, scope, purposes and tools of the Public Finance and Fiscal Policy. Public goods and services. The role of the state in the market economy. Public expenditures, public revenues, government borrowing, budget and fiscal policy. Fiscal policies used to combat inflation, recession and stagflation.

Explanations

The midterm and final exams will consist of multiple-choice and written-classical style questions, with written-classical style questions having a minimum weighting of 25 points. Short quizzes will only consist of multiple-choice questions. One short quiz will be held before the midterm exam, and the other after, on pre-determined dates.

Grading will be as follows:

Midterm Exam 30 points
Quizes 20 points
Final Exam 50 points
